Release 1.0  This is the first release of this unit of competency in the PUA Public Safety Training Package.

Application

This unit of competency involves the skills and knowledge required to facilitate community involvement in event specific recovery planning. It includes initiating the recovery process, engaging the community to enhance existing community structures and networks, providing community feedback to the recovery committee, facilitating community implementation of an event specific recovery plan and monitoring and reviewing community recovery.

The unit applies to personnel who work in disaster recovery. Recovery support may include strengthening ongoing community capacity and enhancing the social, economic, environmental and physical infrastructure of the community and resolving local and external issues hindering recovery.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and includes

  • arranging and planning for community's sustainable recovery
  • communicating and consulting with entities and networks
  • contributing to the development of recovery strategies
  • cultivating strategic relationships with key entities and networks
  • demonstrating decision making in community involvement in recovery
  • developing and reviewing transition plans
  • following organisational policies and procedures
  • identifying community needs, issues and concerns
  • implementing community engagement processes
  • leading and motivating teams and entities
  • providing expertise and resources to support the community
  • undertaking audit and reporting requirements.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and includes knowledge of

  • collection and analysis of information on impacts, needs and issues to inform recovery planning
  • communication methods and processes for community audiences
  • community profile, entities and networks
  • community recovery principles
  • disaster recovery funding arrangements
  • emergency management arrangements and recovery services
  • organisational documentation, policies and procedures
  • physical and mental wellbeing strategies
  • provision of information to entities and networks
  • risk mitigation
  • similar emergency events and related impacts, recovery needs and issues.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in operational situations or in simulated operational training situations that reflect workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to

  • a range of exercises and/or case studies
  • appropriate materials and equipment currently used in industry
  • applicable documentation including organisational procedures, standards, equipment specifications, regulations, codes of practice and operational manuals.
