Release 1. This is the first release of this unit of competency in the DEF Defence Training Package.

Application

This unit describes the skills and knowledge required to conduct test and evaluation processes.

It includes conducting test and evaluation, monitoring test and evaluation processes, finalising test and evaluation processes and analysing test and evaluation evidence.

It also includes managing the testing process, capturing data and adhering to the test plan.

This unit was developed for Defence test and evaluation workers but is applicable to individuals who work in this field.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Those undertaking this unit would work independently or as part of a team, under direct and indirect supervision, use discretion and judgement, and take responsibility for the quality of their output. They would perform complex tasks in a range of contexts.

No licensing, legislative or certification requirements apply to unit at the time of publication.

Assessment requirements

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and include:

  • analysing and evaluating test evidence
  • applying relevant legislation, organisational policy and procedures that may impact on the test and evaluation processes
  • collecting and recording test data
  • using management techniques related to testing that may be reasonably complex in terms of scope; degree of risk; environmental, political, cultural and social factors that apply; consequences of failure and degree of control
  • using management tools suited to the conduct of testing processes.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and include knowledge of:

  • contingency planning and management processes
  • integrated logistics support and scheduling packages
  • legislation, organisational policy and procedures that may impact on the test and evaluation processes
  • management of change
  • management tools suited to the conduct of test and evaluation activities and processes
  • principles relating to the conduct phase of test and evaluation
  • principles relating to the evaluation of test processes
  • record keeping requirements
  • resource management
  • test and evaluation processes which may be reasonably complex in terms of scope; degree of risk; environmental, political, cultural and social factors that apply; consequences of failure and degree of control
  • test preparations and preconditions of test conduct.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • applicable documentation, including legislation, regulations, codes of practice, workplace procedures and operation manuals
  • relevant and appropriate materials, tools, equipment and personal protective equipment (PPE) currently used in industry.
