Application

This unit of competency specifies the skills and knowledge required to provide advice on building fitout to achieve optimum access to new and existing buildings. This advice is required to inform clients of the appropriate materials and placement of fixtures, fitment and furniture required to provide appropriate access for people with disability. The unit includes providing advice on installation options for accessible fixtures and fittings to achieve compliant access and preparing a building fitout access report.

This unit is for individuals who work independently using specialised knowledge to conduct a range of access consulting services.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Identify fitout appropriate for building class.

1.1

Interpret relevant documentation to assess building fitout requirements.

1.2

Establish class of building for fitout according to the National Construction Code (NCC).

1.3

Identify building spaces required to be accessible according to regulatory requirements.

Determine usual fixtures and fittings required for each space according to regulatory and workplace requirements.

Provide advice on installation options to achieve compliant access.

2.1

Provide advice on the appropriate accessibility of each fixture and fitting based on regulatory requirements.

2.2

Provide advice on installation requirements of each accessible fixture and fitting based on manufacturer specifications.

Report on building fitout.

3.1

Prepare building fitout access report to meet client contractual arrangements and workplace requirements.

3.2

Review draft building fitout access report in consultation with relevant persons and incorporate feedback into final report.

3.3

Forward building fitout access report to client according to contractual arrangements.

3.4

Record and retain copies of building fitout access report and associated documentation for future reference according to regulatory and workplace requirements.

Performance Evidence

To demonstrate competency, a candidate must meet the elements and performance criteria of this unit by providing access advice on building fitout for two different Classes of buildings as defined by the National Construction Code (NCC).

Knowledge Evidence

To be competent in this unit, a candidate must demonstrate knowledge of:

  • Commonwealth, state and territory legislation, regulations, codes and standards relevant to access consulting activities:
  • anti-discrimination and disability discrimination
  • building control including local government regulations and by-laws
  • Disability (Access to Premises – Buildings) Standards 2010 under the Disability Discrimination Act 1992 (or their successors) - known as the Access to Premises Standards
  • NCC building classifications and access requirements
  • National Disability Insurance Scheme (NDIS) Specialist Disability Accommodation Design Standard (or its successor)
  • Livable Housing Australia Livable Housing Design Guidelines (or its successor)
  • principles of universal design
  • privacy and confidentiality
  • methods for determining building fitout requirements to achieve compliant access for people with disability:
  • measurements and calculations used to determine provisions for access
  • minimum requirements of building spaces and special areas
  • access requirements of different building classifications as specified in the NCC
  • design and construction principles of buildings and nature and performance of building materials relevant to building fitout advice being provided
  • processes for interpreting drawings and associated documentation when providing access advice on building fitout
  • types of disability and limitations that each disability places on an individual’s ability to access the environment
  • workplace requirements for providing access advice on building fitout:
  • documentation and records administration
  • format and content of building fitout access reports
  • quality
  • work role boundaries - responsibilities, limitations and professional abilities.

Assessment Conditions

Assessors must meet the requirements for assessors contained in the Standards for Registered Training Organisations.

Assessment must be conducted in the workplace or a simulated workplace using realistic conditions, materials, activities, responsibilities, procedures, safety requirements and environmental considerations.

Candidates must have access to documentation, information and technologies required to achieve the performance criteria and performance evidence.
