Application

This unit describes the performance outcomes required to locate, interpret and apply Australian Design Rules (ADR), original equipment manufacturer (OEM) requirements, Heavy Vehicle National Law (HVNL) regulations, and Vehicle Standards Bulletin 6 (VSB6) National Code of Practice Heavy Vehicle Modifications.

It applies to those working in the commercial vehicle industry, and involves the application of skills and knowledge at a specialist level.

Licensing, legislative, regulatory or certification requirements may apply to this unit in some jurisdictions. Users are advised to check with the relevant regulatory authority.

1. Review standards

1.1 Heavy vehicle modification standards  are identified

1.2 ADR, OEM requirements, HVNL regulations, and VSB6 specifications for heavy vehicles are interpreted and applied

2. Check that vehicle complies with standards

2.1 Workplace manufacturing or modification drawings are checked against VSB6 requirements for compliance

2.2 Standards are checked against OEM specifications

2.3 Work health and safety (WHS) requirements and workplace procedures  are identified and followed

3. Complete documentation

3.1 Non-compliance of standards is reported to appropriate personnel for rectification according to workplace procedures

3.2 Workplace documentation is completed according to workplace procedures

Performance Evidence

Before competency can be determined, individuals must have competently confirmed the compliance of heavy vehicles with Australian Design Rules (ADR) and Vehicle Standards Bulletin 6 (VSB6) National Code of Practice Heavy Vehicle Modifications on a minimum of two occasions.

Individuals must demonstrate they can:

  • identify and apply VSB6 standards
  • check working drawings against standards’ specifications
  • follow original equipment manufacturer (OEM) requirements
  • follow workplace procedures relating to applying heavy vehicle standards
  • comply with work health and safety (WHS) requirements when checking heavy vehicles for compliance
  • complete workplace documentation and report non-conformances.

Knowledge Evidence

Individuals must be able to demonstrate knowledge of:

  • workplace procedures for applying heavy vehicle standards, including:
  • WHS procedures
  • procedures for recording and reporting non-compliance of standards
  • OEM requirements
  • VSB6 National Code of Practice
  • ADR relevant to VSB6
  • Heavy Vehicle National Law (HVNL) regulations
  • methods of determining compliance of working drawings against standards.

Assessment Conditions

Assessors must satisfy SNR/AQTF assessor requirements.

Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting.

Where assessment of competency includes third-party evidence, individuals must provide evidence that links them to the vehicles on which they have worked, e.g. repair orders.

Assessors must verify performance evidence through questioning on skills and knowledge to ensure correct interpretation and application.

  • automotive manufacturing workplace or simulated workplace
  • two different heavy vehicles
  • heavy vehicle engineering and working drawings
  • VSB6 National Code of Practice
  • ADR relevant to VSB6
  • HVNL regulations
  • OEM manuals and guides
  • tools and equipment for checking heavy vehicles against standards
  • workplace documentation relevant to applying heavy vehicle standards to heavy vehicles and recording results.
