Release 1.  This is the first release of this unit of competency in the UEP Generation Training Package.

Application

This unit involves the skills and knowledge required to conduct operational checks on in-service mechanical plant. Mechanical plant refers to the infrastructure used in the operation and maintenance of power generating facilities.

An operational check is the verification that a group of components are working together. An operational check consists of running in-service mechanical plant to ensure that all the systems function together safely.

Competency in this unit requires the ability to plan for plant in-service checks, carry out in-service mechanical checks and complete work. Individuals will, in general, work as an operator in a power generation facility.

Power generation plant operators are typically trained and authorised to isolate, prepare plant and issue permits to work.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Note: Workplace practice 

The application of the skills and knowledge described in this unit may require a licence or training permit to practice in the workplace where work is carried out on gas and electrical installations. Additional conditions may apply under state and territory legislative and regulatory licensing requirements.

Plan for mechanical plant in-service checks 

1.1 

Safety issues and Work, Health and Safety (WHS)/Occupational Health and Safety (OHS) regulations and industry standards are identified, in accordance with workplace procedures

Work, in-service mechanical plant and resource requirements are identified from work orders and documentation, in accordance with workplace procedures

1.3 

In-service mechanical plant status and work requirements are confirmed with appropriate personnel or by site inspection, in accordance with workplace procedures

1.4 

Equipment is checked for correct calibration and operation and materials or components are obtained and inspected, in accordance with workplace procedures

1.5 

Potential hazards are identified and risk control measures are selected, in accordance with workplace procedures

1.6 

Pre-access checks on in-service mechanical plant are carried out, in accordance with workplace procedures and site requirements

Carry out in-service mechanical plant check 

2.1 

In-service mechanical plant is operated, in accordance with workplace procedures and manufacturers' recommendations

2.2 

In-service mechanical plant checks are monitored and observed, in accordance with workplace procedures, to detect deviations from normal operation

2.3 

Corrective actions are taken to rectify in-service mechanical plant abnormalities, in accordance with manufacturers' recommendations and workplace procedures

In-service mechanical plant checks are performed, in accordance with workplace procedures

2.5 

In-service mechanical plant integrity and personnel safety are maintained, in accordance with workplace procedures, and in consultation with personnel and technical and operational documentation

Complete work 

3.1 

In-service mechanical plant checks are completed and control measures are returned to required operational status, where appropriate, in accordance with workplace procedures

Appropriate personnel are notified of completion of work, in accordance with workplace procedures

In-service mechanical plant problems or abnormalities are reported, in accordance with workplace procedures

In-service mechanical plant results are interpreted and documented, in accordance with workplace procedures

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements, performance criteria and range of conditions on at least two separate occasions and includes:

  • applying Work, Health and Safety (WHS)/Occupational Health and Safety (OHS) requirements including:
  • emergency procedures
  • risk control measures
  • safe working practices
  • assessing operation of power generating plant
  • carrying out in-service mechanical plant check
  • communicating with personnel
  • completing work
  • finding faults including leaks and corrosion
  • implementing legislation, industry standards, codes of practice and regulations
  • inspecting of in-service mechanical plant equipment associated with electricity generating plant
  • planning for in-service mechanical plant in-service check
  • undertaking minor performance checking and testing
  • utilising manufactures' specifications and manuals
  • working with permit to work system

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements, performance criteria and range of conditions and includes knowledge of:

  • assessment of operation of electrical plant
  • inspection of electrical plant equipment
  • legislation, industry standards, codes of practice and regulations
  • manufacturers' specifications and manuals
  • minor performance checking and testing including fault finding, leaks and corrosion
  • permit to work system
  • WHS/OHS legislated requirements including:
  • emergency procedures
  • risk control measures
  • safe working practices
  • workplace documentation
  • workplace policies and procedures

Assessment Conditions

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Assessment must occur in workplace operational situations. Where this is not appropriate, assessment must occur in simulated workplace operational situations that reflect workplace conditions.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or other simulations
  • relevant and appropriate materials, tools, equipment and personal protective equipment currently used in industry
  • applicable documentation including workplace procedures, industry standards, equipment specifications, regulations, codes of practice and operation manuals
