Release 1.  This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Application

This unit involves the skills and knowledge required to manage goods under customs control.

This unit includes identifying and reporting the movement of cargo to authorities in accordance with Customs Act as amended. It includes movement permissions and customs control of regulated premises.

Work is undertaken in a range of environments, including small to large worksites, in the customs broking and international supply chain industries.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Assessment requirements

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

  • explaining processes for movement permissions
  • identifying and describing types of regulated premises, including security and access requirements
  • identifying and reporting cargo and/or consignment movements in accordance with Customs Act.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • consignments not requiring formal declaration
  • fit and proper person check
  • formal declaration of goods under customs control
  • licence conditions for a regulated premise
  • location of Australia's borders
  • regulatory requirements including failure to comply with licence conditions consequences
  • reporting functions and information required for cargo imports and exports
  • timeline for submission of cargo reports
  • transhipment
  • types of movement permission.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • applicable documentation including workplace procedures, regulations, codes of practice and operation manuals.
