Modification History

Release 1.  This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Application

This unit involves the skills and knowledge required to organise the international transport of freight.

It includes confirming customer requirements, organising freight arrangements and communicating with shipping agents and authorities.

It is performed under general supervision, with some accountability and responsibility for self and others in achieving prescribed outcomes.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Confirm customer requirements 

1.1 

Customer requirements for moving freight in terms of the nature of goods, the countries of origin and destination, the timescales for collection and delivery, and the estimated budget for the transaction are confirmed

1.2 

Discussions on possible routes, taking into account known variables, are undertaken

Organise freight arrangements 

2.1 

Transport modes (including multi-modal options) are matched to customer requirements, freight type and delivery times

2.2 

Availability of selected carriers is checked, including modes of transport, scheduled departure dates and times, transfer times and costs for each shipment stage

2.3 

International regulations and codes of practice for transporting freight are checked

2.4 

Transport of freight to selected international carrier is organised and volume and dimensions information received from the customer is checked

2.5 

Arrangements are made to consolidate freight, where appropriate

Communicate with shipping agents and authorities 

3.1 

Freight documentation is prepared and forwarded for accuracy and forwarded as appropriate to shipping agents and authorities

Despatch of freight is confirmed and receipted and related documentation from shipping agents and authorities is obtained

Customer is advised freight has arrived at the point of destination

Assessment requirements

Release 1.  This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and include:

  • communicating and working effectively with customers, shipping agents and authorities
  • communicating with shipping agents and authorities
  • confirming customer requirements and organising freight arrangements
  • interpreting and following relevant instructions, procedures and labels
  • preparing, completing and checking relevant documentation
  • using relevant communications, information technology equipment and systems.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and include knowledge of:

  • contacts and sources of information/documentation needed for organising international transport of freight
  • customer service policies and procedures
  • impacts of customer requirements, including:
  • budgeting restrictions
  • countries of origin and destination
  • nature of goods
  • timescales for collection and delivery
  • procedures for:
  • consignment documentation completion
  • customer, shipping agents and authority requirements
  • organising international transportation of freight
  • transport options and availability of carriers
  • volume and dimension checks
  • relevant codes of practice and legislative requirements, including local and international freight regulations.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • relevant and appropriate materials, tools, equipment and personal protective equipment (PPE) currently used in industry
  • applicable documentation, including legislation, regulations, codes of practice, workplace procedures and operation manuals.
