Description
This skill set addresses the skills and knowledge required for those responsible for developing traffic management plans and traffic guidance schemes for roads that include the following characteristics, excluding motorways and freeways:
- speeds limits greater than or equal to 60km/h and traffic volumes greater than, or equal to 3,000 vehicles per day (Average Annual Daily Traffic (AADT)); or
- any speed limit with traffic volumes greater than or equal to 10,000 vehicles per day (AADT); or
- any signalised intersection.
This skill set is intended to be applied with reference to the Austroads Guide to Temporary Traffic Management.
Pathways Information
The unit provides credit towards a number of Certificate IV, Diploma and Advanced Diploma qualifications in the RII Resources and Infrastructure Industry Training Package and other training packages, such as RII50520 Diploma of Civil Construction Design or equivalent.
This skill set may only be undertaken in addition to:
- completion of either of the following skill sets or the equivalent units of competency:
- RIISS00053 Traffic Management Designer Skill Set for Urban Streets and Low Volume Rural Roads; or
- RIISS00065 Traffic Management Designer Skill Set for Motorways and Freeways; and
- at least twelve months experience applying skills and knowledge relevant to the above mentioned skill sets in a temporary traffic management workplace; and
- relevant experience preparing at least 4 different traffic management plan design types in the preceding 12 months, including:
- pedestrian and cyclist controls; and
- intersections; and
- lane closures; and
- at least one of the following design types:
- construction sites
- shoulder closures
- high speed roads
- designs using portable traffic control devices
- roundabouts
- public transport interfaces
- motorways or freeways.

This skill set has been created to align to the requirements of individuals responsible for developing traffic management plans and traffic guidance schemes, as described in the Austroads Guide to Temporary Traffic Management. Licensing, legislative and certification requirements that apply to this skill set can vary between states, territories and industry sectors. Users must check requirements with relevant body before applying the skill set.
Skill Set Requirements
Successful completion of the following unit of competency or equivalent and at least 2 different traffic management plan design types practical experience applying the relevant skills and knowledge in a temporary traffic management workplace:
- RIICWD538 Prepare traffic management plans and traffic guidance schemes for high volume roads.
Practical experience requirements should be completed on high volume roads within at least six months of successfully completing the unit of competency.
