Elements and Performance Criteria

1 Plan and prepare for managing rig operations

1.1 Access, interpret and apply rig operations documentation and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements

1.3 Identify, address and report potential hazards, risks and environmental issues and implement control measures

1.4 Select and wear personal protective equipment appropriate to the work activities

1.5 Resolve coordination requirements with others at the site prior to commencing, during and on completion of work activities

1.6 Obtain copy of well program for next well prior to moving on to lease

1.7 Read and interpret well program and check all necessary contractor-supplied equipment availability and rectify anomalies

1.8 Check for casing discrepancies or obvious mistakes and take corrective action

1.9 Verbally communicate with company representative if changes are required to program

1.10 Inform others of all required or possible changes to program

2 Establish lease

2.1 Obtain lease details and locate and inspect lease

2.2 Inform construction company of lease details including all infrastructure arrangements

2.3 Make contact with owners and statutory bodies and ensure compliance with regulations

2.4 Establish, check and communicate directions to lease

2.5 Establish right-of-way to lease, identify, rectify potential problems and communicate to appropriate personnel, third parties and regulators

2.6 Establish camp location, check infrastructure/safety arrangements and rectify issues identified

2.7 Check and adjust supply sources and expendables to meet current requirements

2.8 Establish medical aid and medivac procedures and communicate to personnel and appropriate authorities

2.9 Organise camp supplies prior to camp set-up and make necessary arrangements for transporting of requisites

2.10 Establish and monitor rubbish/waste arrangements for disposal

3. Communicate and report outcomes

3.1 Confirm lease establishment information with appropriate personnel, third parties and regulators and submit written reports

3.2 Review, update and implement contract information for pre-well preparation

3.3 Report new lease data to appropriate officers using correct reporting strategies

3.4 Review and amended shutdown procedures and communicate activity to relevant parties

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

  • locates and applies legislation, documentation, policies and procedures for managing rig operations
  • implements the requirements, procedures and techniques for the safe, effective and efficient management of rig operations including:
  • identifying, addressing and reporting potential hazards and risks
  • controlling identified hazards
  • implementing emergency response plan and procedures
  • identifying, addressing and reporting environmental issues
  • checking all contractor-supplied equipment
  • works effectively with others to coordinate activities and resolve issues for rig operation to meet all required outcomes including:
  • preparing for and organising work activities to meet all task requirements
  • communicating clearly and concisely with others to receive and clarify work instructions
  • using a range of communication techniques and aids to advise others of work activity and exclusion zones
  • uses written and verbal communications in English to convey all activities and outcomes for rig operations to others in a clear and concise manner
  • demonstrates consistent timely application of effective management of rig operations that safely, effectively and efficiently meet all of the required outcomes on a minimum of three (3) separate occasions including:
  • establishes camp location, infrastructure
  • identifies issues, explores options to resolve issue, considers options and implements best options that resolves issues with rig operations
  • organises supplies and expendable requirements to maintain the life of the planned work activity
  • solves logistic problems to maintain access to supplies and resources for rig operations and employee welfare
  • establish and report on new lease arrangements

Knowledge Evidence

The candidate must demonstrate knowledge in applying manage rig operations through:

accessing, interpreting and applying the organisation and site requirements and procedures for:

  • planning, programming and preparing for rig operations
  • identifying and managing risks
  • identifying, addressing and reporting environmental issues
  • site preparation and organisation
  • work health and safety
  • resource and supply requirements
  • camp planning and set-upcarrying out rig loading
  • performing load spotting
  • adhering to rig up procedures
  • lease arrangements and requirements
  • adhering to rig shutdown procedures

Assessment Conditions

  • An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,
  • this unit must be assessed in the context of this sector’s work environment; and,
  • this unit must be assessed using Resources and Infrastructure Industry sector specific policies, procedures, processes and operational manuals; and,
  • an assessor must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through five (5) years of work in the Industry sector; and,
  • where a co-assessment or partnership arrangement exists between a qualified assessor and an Industry technical expert, the Industry technical expert can hold the unit being assessed, and/or demonstrate equivalency of skills and knowledge at the unit level. An Industry technical expert must also demonstrate a minimum of three (3) years of continuous work in the Industry sector, with the preceding one (1) year in the unit they are co-assessing.
