Application

This unit describes a participant’s skills and knowledge required to establish, implement and maintain operational management plans in the Resources and Infrastructure Industries.

This unit is appropriate for those working in management or technical specialist roles.

No licensing, legislation or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria

1. Plan and prepare for establishing, implementing and maintaining operational management plans

1.1 Access, interpret and apply operational management plan documentation and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements

1.3 Identify and address potential risks, hazards and environmental issues and implement control measures

1.4 Select and wear personal protective equipment appropriate for work activities

1.5 Identify internal and external customers and establish their requirements

2. Identify and measure satisfaction levels of internal/external customers

2.1 Identify and analyse formal and informal methods of measuring customer satisfaction

2.2 Develop strategies and plans to measure customer satisfaction levels

2.3 Communicate feedback from customers to work areas

2.4 Monitor trends in customer satisfaction levels and seek opportunities for improvement

3. Measure current operational processes for quality and efficiency

3.1 Identify the key performance indicators (KPIs) influencing quality and efficiency of specified processes

3.2 Identify and analyse parameters of desired performance

3.3 Use information on current practices and performance to identify opportunities for improvements in quality and productivity

3.4 Communicate recommendations for improvement plans to be developed

4. Interpret strategic goals to determine operational implications

4.1 Identify, interpret and confirm the organisation’s current strategic goals

4.2 Interpret strategic plans to identify implications for the work site

4.3 Undertake risk analysis of strategic plans to establish implications for the work site

4.4 Undertake consultation to ensure that a full understanding of the organisation’s strategic goals

4.5 Ensure that the strategic role of the site operations within the total business system is communicated to relevant personnel

5. Develop operational plans to enable the achievement and improvement of strategic goals

5.1 Analyse operations to identify improvements required

5.2 Establish communication procedures and systems to report progress and any issues occurring with the implementation of operational plans

5.3 Investigate, establish and implement action plans detailing site goals, resource requirements, priorities and timelines

5.4 When anticipated improvements are unachievable, analyse the causes and make appropriate adjustments

5.5 Review and use the outcomes of improvements for further learning and continuous improvement

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include that the candidate:

  • locates and applies relevant legislation, documentation, policies and procedures
  • implements the requirements, procedures and techniques for the safe, effective and efficient establishing, implementing and maintaining of operational management plans including:
  • identifying the aspects of the site and their relationship to the environment
  • identifying possible reasons for failure in site performance
  • relating goals and actions to the strategic aims of the site
  • applying opportunities to achieving longer-term aims or needs of site
  • resolving ethical dilemmas based on reasoned approaches
  • producing a variety of solutions before making a decision
  • works effectively with others to establish, implement and maintain operational management plans that meets all the required outcomes including:
  • listening actively, asking questions, clarifying points and rephrasing others’ statements to check mutual understanding
  • adopting communication styles appropriate to listeners and situations
  • complying with written and verbal reporting requirements and procedures
  • communicating clearly and concisely with others to receive and clarify work instructions
  • communicating clearly and concisely with others to coordinate work activities
  • demonstrates completion of establishing, implementing and maintaining operational management plans that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
  • preparing strategies for influencing others
  • establishing networks to search for and gather relevant information
  • breaking processes down into tasks and work activities
  • identifying patterns or meaning from events and data
  • identifying and measuring satisfaction levels of internal/external customers
  • measuring current operational processes for quality and efficiency
  • interpreting strategic goals to determine operational implications
  • developing operational plans to enable the achievement and improvement of strategic goals

Knowledge Evidence

The candidate must demonstrate knowledge in establishing, implementing and maintaining operational management plans through:

  • critical path analysis and planning methods and techniques
  • corporate planning modeling and techniques
  • advanced negotiation techniques
  • organisational change and development techniques
  • action planning methods

Assessment Conditions

  • An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,
  • this unit is best assessed in the context of this sector’s work environment;
  • where personal safety or environmental damage are limiting factors, assessment may occur in a simulated environment provided it is realistic and sufficiently rigorous to cover all aspects of this sector’s workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills; and,
  • this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,
  • assessment may be conducted in conjunction with the assessment of other Units of Competency; and,
  • assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,
  • assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,
  • where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,
  • assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

    Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

    *Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
