Application

This unit of competency describes the skills and knowledge required to plan deployed aircraft maintenance, provide support to deployed maintenance personnel, and monitor and evaluate their activities within the Australian Defence Force (ADF) airworthiness jurisdiction. Work may be performed individually or as part of a team.

The unit applies to deployment and detachment activities at away from home base of aircraft that are to be supported by a deployed maintenance team for scheduled and unscheduled maintenance. The work may be undertaken in Australia or overseas in military airfields, civilian airfields, and unprepared areas of operations.

This unit forms part of the Civil Aviation Safety Authority (CASA) requirement for maintenance certification licences under Civil Aviation Safety Regulation (CASR) Part 66. Where a CASA licensing outcome is sought, users must refer to the licensing provisions in the MEA Aeroskills Companion Volume Implementation Guide.

Performance Evidence

There must be evidence the candidate has completed the tasks outlined in the elements and performance criteria of this unit, which must include the ability to:

  • manage deployed or detached aviation maintenance of an aircraft within the Australian Defence Force (ADF) airworthiness regulatory environment during one scheduled or one unscheduled maintenance; and, during the activity:
  • prepare an aircraft maintenance plan
  • determine resource requirements relating to:
  • personnel
  • spare parts and fly-away kits
  • ground support equipment
  • facilities
  • vehicles
  • finance
  • perform pre-detachment inspections, including:
  • facilities and accommodation
  • fuel
  • technical facilities
  • site survey
  • spare parts
  • use required fire-fighting equipment and personal protective equipment (PPE)
  • provide technical airworthiness and engineering advice, including to:
  • authorised maintenance organisations
  • authorised engineering organisations
  • Director General Technical Airworthiness
  • senior commanders.

In the course of the above work, the candidate must demonstrate:

  • planning, problem-solving, and management skills
  • communication and interpersonal skills to the required level.

Knowledge Evidence

There must be evidence the candidate has knowledge of:

  • airworthiness regulations, and ADF policies and procedures, including:
  • aircraft maintenance regulations
  • safety manuals
  • work health and safety (WHS) legislation
  • Defence instructions
  • standing instructions
  • local instructions
  • specific aircraft and equipment maintenance manuals
  • servicing schedules
  • modifications and deviations
  • organisational policy and procedures, including:
  • protocols for establishing liaison with detachment locality authorities
  • compiling maintenance reports
  • compiling defect and safety reports
  • equity, fraud and ethics requirements set out in organisational code of conduct specific to the work described in the performance evidence
  • factors to consider when validating personnel qualifications and authorisations, including:
  • duty statements
  • job descriptions
  • maintenance personnel authorisation workbooks.

Assessment Conditions

The following conditions of assessment represent the requirements of the regulators (ADF and the Civil Aviation Safety Authority [CASA]) and maintenance stakeholders, and must be rigorously observed.

This unit may be assessed on the job, off the job, or a combination of both. Where assessment occurs off the job, an appropriate simulation must be used where the range of conditions reflects realistic workplace situations that are encountered in managing deployed/detached aviation maintenance within the ADF airworthiness regulatory environment.

The candidate must be permitted to refer to relevant workplace procedures, product and manufacturing specifications, codes, standards, manuals, and reference materials.

The candidate must have access to:

  • tools, equipment, and materials required to demonstrate the performance evidence above
  • suitable personnel from detachment locality authorities as required, including:
  • military command
  • location facilities personnel
  • civilian authorities
  • other detached units or organisations.

Candidate capability of providing the required performance and knowledge evidence must be established via the records in the Maintenance Management Competency Log. Competency Log, evidence of capability can be gathered through direct observation, supervisor’s reports, project work, samples and questioning.

Assessors of this unit must satisfy the assessor requirements in applicable vocational education and training legislation, frameworks and/or standards.

Where the unit is to be used for CASA licensing purposes the assessor must also meet the criteria specified in the Civil Aviation Safety Regulation (CASR) Part 147 Manual of Standards.
