Application

This unit describes the skills and knowledge required to install simple point-to-point broadband cabling on a customer’s premises.

The unit applies to technical staff who install and terminate new installations or upgrades, or maintain existing networks in domestic premises, including small office / home office (SOHO) and small commercial premises that do not have a main distribution frame (MDF) or jumperable distributor as the network boundary point.

Work functions in the occupational areas where this unit may be used are subject to regulatory requirements. Refer to the ICT Implementation Guide Companion Volume or the relevant regulator for details of licensing, legislative or certification requirements.

1. Prepare for installation

1.1 Arrange access to site and organise tools and equipment for specialised broadband cabling for restricted cabling work

1.2 Review site according to work health and safety (WHS) and environmental requirements and assess hazards

1.3 Determine cable route and cabling environment meet manufacturer specifications, industry standards and regulatory requirements

2. Install broadband cable

2.1 Place and secure correct cable type according to accepted industry practice and relevant regulations and standards

2.2 Maintain cable and services separations in runs and crossovers to meet manufacturer specifications and relevant legislation, codes, regulations and standards

2.3 Fit over-voltage protection devices to cables and metallic components where required

3. Terminate and test broadband cable

3.1 Terminate cable according to accepted industry practice and relevant legislation, codes, regulations and standards

3.2 Maintain correct twist ratio to optimise system performance at rated level

3.3 Conduct compliance testing of cable installation and termination with suitable tester and record compliance

3.4 Supply system performance documents to client and complete cabling records and telecommunications cabling advice forms (TCA1) as required

Performance Evidence

Evidence of ability to:

  • review site and determine cable requirements for installation
  • install and terminate fixed broadband cable to industry standards and manufacturer’s specifications
  • verify installed network is working and accessing the internet, and perform a data rate qualification test, recording test results
  • provide a report to client, documenting installation and test results
  • comply with all related work health and safety (WHS) requirements and work practices.

Note: If a specific volume or frequency is not stated, then evidence must be provided at least once.

Knowledge Evidence

To complete unit requirements safely and effectively, the individual must:

  • summarise the Australian Communications and Media Authority (ACMA) cabling provider rules, cabler registration rules, regulations and standards
  • describe the types of cable test methods and system performance requirements
  • identify the types of cabling situations and the resultant installation requirements
  • describe features and operating requirements of applicable test equipment
  • determine information required to operate equipment according to a test specification
  • discuss key components of codes of practice and other formal agreements that impact work activity
  • identify and describe manufacturer requirements for safe operation of equipment
  • specify hazards and work health and safety regulations (WHS) relating to cabling activities and site conditions
  • describe techniques for terminating data cable
  • identify typical installation issues and challenges that may occur on cabling worksites
  • identify and describe tools and equipment required for cabling works
  • list and identify industry standards and regulatory requirements relevant to cabling
  • specify cable separations and over-voltage protection requirements necessary for specific cable installations
  • describe regulatory and industry standard documentation required for cabling.

Assessment Conditions

Gather evidence to demonstrate consistent performance in conditions that are safe and replicate the workplace. Noise levels, production flow, interruptions and time variances must be typical of those experienced in the Telecommunications – Compliance field of work and include access to:

  • sites where installation and termination of cabling may be conducted
  • use of industry-current tools, testing equipment and personal protective equipment
  • relevant regulatory and equipment documentation that impact installation activities.

Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards.
