Release 1. This is the first release of this unit of competency in the DEF Defence Training Package.

Application

This unit describes the skills and knowledge required to control activities on the training area and range (TAR), including access and activities, where coordination and compliance are required. It also covers the review and maintenance of TAR Standing Orders and raising and disseminating relevant reports.

This unit was developed for Defence personnel who work in range management and range control but may be relevant to others who work in this field.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.

Those undertaking this unit would work independently or as part of a team, under indirect supervision, while performing complex tasks, in a range of familiar and unfamiliar contexts. They would use discretion and judgement and take responsibility for the quality of their outputs.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Identify and obtain relevant instructions in accordance with TAR Standing Orders

Assessment requirements

Release 1. This is the first release of this unit of competency in the DEF Defence Training Package.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and include:

  • accessing, interpreting and applying relevant legislation and training area and range (TAR) guidance, including at least two of the following:
  • Defence policy
  • emergency plans
  • environmental plans
  • TAR operating plans
  • TAR Standing Orders
  • work health and safety (WHS) legislation
  • applying organisational policies and procedures
  • checking ammunition safety traces and danger area templates
  • evaluating compliance of and controlling TAR activities
  • following instructions/directives and reporting information
  • maintaining records according to organisational policies and procedures
  • reading technical specifications, maps and diagrams
  • reviewing and maintaining TAR Standing Orders.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and include knowledge of:

  • ammunition danger areas
  • exercise instructions
  • negotiation techniques
  • organisational policies and procedures
  • post-activity reports
  • range clearance certificates
  • range danger area safety traces
  • range instructions
  • range practices
  • standing operating instructions
  • TAR Standing Orders
  • weapon systems characteristics.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • applicable documentation, including legislation, regulations, codes of practice, workplace procedures and operation manuals
  • relevant and appropriate materials, tools, equipment and personal protective equipment (PPE) currently used in industry.
