Application

This unit describes the skills and knowledge required to develop an operational response to incidents, apply emergency procedures, monitor the environment and incident, and review the effectiveness of the response.

This unit applies to those working with offenders in prisons and secure custodial centres. With changes based on different organisation’s needs, it can apply to specialist emergency units where this function is part of the work role. Working as part of a coordinated team is integral to the role.

An individual undertaking this role works independently, drawing upon support from a range of established and new resources. This role requires complex task organisation skills.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to, particularly those related to emergency response.

No licensing, legislative or certification requirements apply to unit at the time of publication.

Assess and report on the nature, extent and degree of threat from the incident

Establish communication channels to allow required exchange of information with key stakeholders and relevant support agencies

Analyse resources and vulnerability of the situation and report issues to key stakeholders

Assessment requirements

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least two occasions and include:

  • implementing operational approaches to incident responses
  • utilising security and surveillance equipment in the workplace according to procedures
  • recording and reporting information related to incidents
  • supervising a response team
  • maintaining integrity of scene
  • using effective communication while under pressure.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • organisational policies and procedures related to incident response, emergency procedures and work health and safety
  • organisational delegations, accountability and reporting processes related to critical incidents
  • organisational requirements for documentation and information systems
  • security, surveillance, and communication equipment available
  • preservation of crime scene and evidence requirements
  • principles of contingency planning and responses
  • employee support services
  • response options that are most effective for the degree and nature of risk.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations. Where this is not appropriate, assessment must occur in simulated workplace operational situations that reflect workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • acceptable means of simulation assessment
  • applicable documentation, including workplace procedures, regulations, codes of practice and operation manuals
  • relevant materials, tools, equipment and PPE currently used in industry.
