Application

This unit of competency specifies the skills and knowledge required to safely move materials, loads and hazardous or dangerous goods used in the fire protection industry in such a way as to avoid injury to self and others, and prevent damage to product, property and the environment. It includes handling, storing and transporting containers that may contain ozone depleting substances (ODS) and synthetic greenhouse gases (SGG).

The unit is suitable for those with basic skills and knowledge undertaking routine work tasks under the direction of more experienced workers.

Candidates must hold a current, nationally recognised licence required to operate vehicles when transporting loads or dangerous goods by road.

ODS and SGG are gaseous fire-extinguishing agents listed in Schedule 1 of the Ozone Protection and Synthetic Greenhouse Gas Management Act 1989 and by law, can only be handled by people who hold an appropriate extinguishing agent handling licence (EAHL). This unit supports one or more EAHLs prescribed under the Act. For further information, check with the relevant regulatory authority.

Plan and prepare to move loads and dangerous goods

1.1

Read work instructions to identify requirements for moving loads and dangerous goods and clarify work tasks with relevant persons.

1.2

Read safety signs, safety data sheets (SDS) and relevant dangerous goods documentation to identify types of gases to be handled, stored or transported, and required safe handling practices.

1.3

Plan work activities to comply with relevant dangerous goods regulations, Australian Standards, work health and safety (WHS) and workplace requirements.

Assess dangerous goods container sizes and movement paths to identify hazards.

1.5

Assess risks posed by identified hazards and apply required risk control methods according to workplace requirements.

Select and use required personal protective equipment (PPE).

Performance Evidence

To demonstrate competency, a candidate must meet the elements and performance criteria of this unit by safely moving loads and dangerous goods used in the fire protection industry, including:

  • manually handling at least one class 2.2 container having a minimum water capacity volume of 80 litres from its secured, stored position onto a mechanical-handling aid, typically a trolley fitted with restraining straps, and then relocating the cylinder at least three metres from that position, and removing it from the mechanical-handling aid to a secured location
  • safely transporting two gaseous containers using a vehicle in compliance with dangerous goods regulations.

Knowledge Evidence

To be competent in this unit, a candidate must demonstrate knowledge of:

  • dangerous goods commonly used in the fire protection industry and key requirements, including:
  • general storage requirements for all dangerous goods
  • identification of dangerous goods by diamond-shaped symbol
  • requirements for transporting dangerous goods by a vehicle, especially class 2.2 for placarded loads and bulk loads
  • storage requirements for gaseous containers, especially those containing ozone depleting substances (ODS) and synthetic greenhouse gases (SGG)
  • extinguishing agent handling licence (EAHL) requirements
  • handling and storage requirements for scheduled ODS and SGG in accordance with the Fire Protection Industry (ODS &SGG) Board ODS & SGG Good Practice Guide
  • manual-handling techniques, including implications of:
  • ignoring safety precautions used with mechanical manual-handling aids
  • incorrect manual-lifting techniques
  • maximum safe loads for vehicles
  • meaning of material handling applied to the role of a service technician
  • methods used to prevent ODS and SGG emissions in the workplace
  • purpose and structure of relevant dangerous goods legislation, including HAZCHEM signs and emergency information panels
  • purpose of hazard identification, hazard assessment and hazard control related to moving loads and dangerous goods
  • reasons for preventing ODS and SGG emissions in the workplace
  • workplace requirements for moving loads and dangerous goods:
  • documentation
  • environmental protection
  • maintenance of tools and equipment
  • work health and safety (WHS), including hazard and risk identification and control.

Assessment Conditions

Assessors must meet the requirements for assessors contained in the Standards for Registered Training Organisations.

Assessment must be conducted in the workplace or a simulated workplace using realistic conditions, materials, activities, responsibilities, procedures, safety requirements and environmental considerations.

Candidates must have access to documentation, tools, equipment, loads, materials and vehicle required to achieve the performance evidence.
