Release 1. This is the first release of this unit of competency in the AVI Aviation Training Package.

Application

This unit involves the skills and knowledge required to interpret and implement transport security policies and procedures.

It includes complying with aviation transport security regulations, interpreting screening policy and advising passengers/personnel on regulatory requirements.

This unit addresses transport security technical skill requirements (physical, mental and task-management abilities) related to transport security duties of aviation, maritime and air cargo security personnel, and contributes to safe and effective performance in operational transport security environments.

Operations are conducted as part of transport security across a variety of operational aviation, maritime and air cargo contexts within the Australian industry.

Work is performed independently or under limited supervision as a single operator or within a team environment.

Licensing, legislative, regulatory or certification requirements are applicable to this unit.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one separate occasion and include:

  • adapting to differences in policy and operating environments in accordance with standard operating procedures (SOPs)
  • applying relevant legislation and workplace procedures
  • communicating effectively with others
  • completing relevant documentation
  • maintaining awareness of work health and safety (WHS)/occupational health and safety (OHS) safe practices, including communications to staff and use of personal protective equipment (PPE) as necessary
  • identifying trends and inefficiencies
  • identifying and correctly using relevant equipment
  • implementing contingency plans, procedures and relevant regulations
  • modifying activities depending on workplace contingencies, situations and environments
  • modifying changes to policies and procedures including one or more of the following:
  • special security directions
  • screening exemptions
  • monitoring and anticipating operational problems and hazards and taking appropriate action
  • monitoring work activities in terms of planned schedule
  • operating electronic communications equipment to required protocol
  • reading, interpreting and following relevant regulations, instructions, procedures, information and signs
  • reporting and/or rectifying identified problems, faults or malfunctions promptly in accordance with workplace procedures
  • responding appropriately to cultural differences in the workplace
  • working collaboratively with others
  • working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • Acts, regulations and codes of practice that relate to interpreting and implementing transport security policies and procedures
  • role and responsibilities in relation to interpreting and implementing security policies and procedures
  • aviation screening notices, including:
  • specifications on equipment
  • screening methodology
  • contingency arrangements
  • policy and application to operational processes
  • transport security regulations related to:
  • specifications on equipment
  • screening methodology
  • weapons and prohibited items
  • needs and issues faced by people with specific needs, including:
  • person with an infant in child carrier
  • person with vision impairment
  • person with hearing impairment
  • person accompanied by an assistance animal
  • person with prosthetic device, medical device or equipment
  • person with mobility impairment
  • person who requires assistance accompanied by carer
  • person who has special circumstances that are not immediately apparent.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Assessment must occur in workplace operational situations. Where this is not appropriate, assessment must occur in simulated workplace operational situations that reflect workplace conditions.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • relevant materials, tools, equipment and personal protective equipment (PPE) currently used in industry
  • applicable documentation, including workplace procedures, regulations, codes of practice and operation manuals
  • acceptable means of simulation assessment.
