Release 1. This is the first release of this unit of competency in the UEP Electricity Supply Industry - Generation Sector Training Package Release 2.0.

This unit involves the skills and knowledge required to perform work in association with a permit system.

Permits to work are a formal system used to control high-risk activities in power generation facilities. They specify the control measures to be used. Permits ensure that all hazards and precautions have been considered before any hazardous work begins. 

Competency in this unit requires the ability to plan and prepare for permit to work procedures, perform permit duties and complete work. Individuals will, in general, work as an operator, in a power generation facility.

Power generation plant operators are trained and authorised to isolate, prepare plant and issue permits to work.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Plan and prepare for permit to work procedures 

1.1 

Work requirements, including permits, are identified from relevant personnel and documentation in accordance with workplace procedures

Information and documentation related to controlling permit to work requirements is obtained in accordance with workplace procedures

Work health and safety (WHS)/occupational health and safety (OHS) regulations, legislative requirements, codes of practice, manufacturers’ recommendations and specifications, environmental requirements and workplace procedures are identified, applied and monitored

Power generation plant is identified in accordance with workplace procedures

Consultation with key stakeholders to identify state of power generation plant, isolations and maintenance timetable is confirmed in accordance with workplace procedures

Perform permit duties

Permit is obtained and work requirements is confirmed in accordance with workplace procedures

Isolations, barriers and taggings are confirmed in accordance with permit requirements and workplace procedures

2.3 

Permit requirements are clarified to personnel involved in and affected by work in accordance with workplace procedures

2.4 

Personnel involved in work tasks are signed on to permits prior to commencement of work in accordance with workplace procedures

Permit conditions are monitored and controlled throughout work sequence in accordance with workplace procedures

Complete work 

3.1 

Power generation plant is inspected and returned to normal operation in accordance with workplace procedures

3.2 

Staff signed on to permit are signed off in accordance with workplace procedures

Work is completed and relevant personnel are notified in accordance with workplace procedures

Foundation skills essential to performance are explicit in the performance criteria of this unit of competency.

Range is restricted to essential operating conditions and any other variables essential to the work environment.

This unit replaces and is equivalent to UEPOPS430 Control permit to work operations.

Release 1. This is the first release of this unit of competency in the UEP Electricity Supply Industry - Generation Sector Training Package Release 2.0.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least two separate occasions and include:

• applying work health and safety (WHS)/occupational health and safety (OHS) requirements, including:

• emergency procedures
• risk control measures
• safe working practices

• communicating with personnel and key stakeholders
• completing work
• controlling permit to work system, including safety procedures
• identifying power generating plant status
• implementing regulations, legislative requirements, codes of practice, manufacturers’ recommendations and specifications, and environmental requirements
• interpreting manuals
• locating power generating plant and equipment
• performing permit to work duties and procedures
• planning and preparing to use permit to work system.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and include knowledge of:

• regulations, legislative requirements, codes of practice, manufacturers’ recommendations and specifications, and environmental requirements
• manuals
• mechanical and electrical equipment isolation techniques
• mechanical and electrical isolation equipment types and characteristics
• permit to work system and implementation
• power generating plant and equipment
• arrangements of power production plant
• WHS/OHS requirements, including:

• emergency procedures
• risk control measures
• safe working practices

• workplace documentation
• workplace policies and procedures, including safety procedures.

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

• a range of relevant exercises, case studies and/or other simulations
• relevant and appropriate materials, tools, equipment and personal protective equipment (PPE) currently used in industry
• applicable documentation, including workplace procedures, equipment specifications, regulations, codes of practice and operation manuals.
