Application

This unit involves the skills and knowledge required to clip points and to apply rail safety equipment in accordance with legislative and regulatory requirements.

This unit involves the application of rail network owner policies and procedures for clipping points and applying rail safety equipment within the rail network.

All activities are performed in accordance with rail network owner procedures, with accountability and responsibility for self and others in achieving the prescribed outcomes within the limits of rail safety worker duty of care responsibilities.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Clip and secure points 

1.1 

Advice is confirmed as to the location and identification of points to be clipped and secured

1.2 

Position that points are to be clipped in is confirmed

1.3 

Relevant yard personnel are contacted and informed, as required, in accordance with network owner policies and procedures

1.4 

Equipment is checked for availability and suitability to perform job in accordance with network owner policies and procedures

1.5 

Points are placed in correct position, as required, accordance with network owner policies and procedures

1.6 

Points clips are fitted in correct position and locked, as required, in accordance with network owner policies and procedures

1.7 

Relevant yard personnel are notified that points are clipped and secured

2 

Remove points clip 

2.1 

Advice is confirmed as to location and identification of points to be unclipped

2.2 

Relevant yard personnel are contacted and informed, as required, in accordance with network owner policies and procedures

2.3 

Equipment is removed from track, secured and stowed appropriately

2.4 

Points are restored to correct position, as required, in accordance with network owner policies and procedures

2.5 

Relevant yard personnel are notified that clip and where used, lock has been removed

Apply safety devices

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

  • clipping and unclipping points correctly
  • determining location of points to be clipped in accordance with rail network owner procedures
  • identifying job hazards and taking required actions to minimise, control or eliminate identified hazards
  • measuring distances accurately
  • reading, interpreting and following organisational and/or rail network owner procedures for placing and removing points, clips and safety devices.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • applicable state/territory legislative and regulatory rail safety requirements, codes of practice and/or guidelines
  • organisational and/or rail network owner policies and procedures for placing and removing points, clips and safety devices
  • relevant rail danger zones
  • relevant work health and safety (WHS)/occupational health and safety (OHS) requirements and work practices
  • safety devices.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate rail workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • relevant and appropriate materials, tools, rail safety equipment, gloves and personal protective equipment (PPE) currently used in industry
  • applicable documentation including rail network owner procedures, regulations, codes of practice and operation manuals.
