Release 1 . This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Application

This unit involves the skills and knowledge required to coordinate rail safety interface agreements in accordance with rail safety legislation, regulatory and rail network requirements.

It includes identifying requirements and establishing, monitoring and conducting audits of rail interface agreements.

This unit refers to coordinating rail safety interface agreements between rail/rail (operations of one rail transport operator or Rail Infrastructure Manager (RIM) in relation to the operations of another) and rail/road (roads crossing rail tracks or rail crossing roads).

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Assessment requirements

Modification History

Release 1 . This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least three separate occasions and include:

  • accessing rail safety interface agreement documentation
  • applying relevant legislation
  • communicating effectively and working collaboratively with others
  • conducting an audit of rail safety interface agreements
  • identifying rail interface agreement requirements
  • reporting on rail network compliance and effectiveness of interface agreements.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • procedures for auditing rail interface agreements and reporting audit outcomes
  • relevant rail safety legislation and regulations relating to rail safety interface agreements
  • responsibilities for maintaining rail safety interface agreements
  • roles and responsibilities of the rail safety interface agreements.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant rail safety interface exercises, case studies and/or simulations
  • applicable documentation including workplace procedures, regulations, codes of practice and operation manuals.
