Release 1.  This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Application

This unit involves the skills and knowledge required to use pilot and escort communication.

It includes deploying and/or operating equipment to communicate with drivers of oversized and/or overmassed vehicles and other relevant personnel during pilot and escort duties maintaining all required records and equipment and resources in accordance with relevant state or territory road traffic authority, licence and permit requirements and regulations.

Work is performed with limited or minimum supervision, and with limited accountability and responsibility for self and others in achieving the prescribed outcomes.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Operate communication equipment and resources 

1.1 

Communication equipment and resources for use in piloting and escorting duties are deployed and operated in accordance with relevant rules, regulations and manufacturer specifications

1.2 

Messages are transmitted and received clearly and precisely and required ethics and protocols are observed

Backup communication strategies are established, and relevant personnel are informed of operating and coordination procedures

1.4 

Alternative communication strategies are used to communicate messages in response to communication failures and problems

Maintain records

Records on oversized and overmassed vehicle movements are maintained in accordance with workplace procedures and documentation requirements

Damage and other incidents are reported clearly and legibly to appropriate authorities in accordance with relevant rules, regulations and workplace procedures

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and include:

  • applying workplace procedures
  • communicating effectively and working collaboratively with others
  • completing relevant documentation
  • modifying activities depending on operational contingencies, risk situations and environments
  • monitoring performance of communication equipment and resources and taking appropriate actions, as required
  • operating communications equipment, signage and other communication resources required during piloting and escorting operations
  • reading and interpreting relevant instructions, workplace procedures, information and signs
  • reporting and/or rectifying identified problems, faults or malfunctions promptly in accordance with regulatory requirements and workplace procedures
  • servicing communications equipment in terms of maintenance schedule and operating procedures
  • working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and include knowledge of:

  • available backup communications strategies
  • documentation requirements for piloting and escorting oversized and overmassed loads
  • manufacturer specifications
  • permit and licence requirements applicable for piloting and escorting oversized and overmassed loads
  • pre-operational checks required for communications equipment, signage and other communication resources needed for piloting and escorting operations, and related actions
  • procedures for communication during piloting and escorting operations
  • procedures to be followed in a piloting or escorting emergency
  • relevant state or territory roads and traffic authority road rules, regulations, permit and licence requirements for piloting and escorting oversized and overmassed loads
  • relevant work health and safety (WHS)/occupational health and safety (OHS) and environmental workplace procedures and regulations
  • types of communications equipment, signage and other communications resources required for piloting and escorting operations, and their use.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • relevant and appropriate materials, tools, equipment and personal protective equipment (PPE) currently used in industry
  • applicable documentation, including legislation, regulations, codes of practice, workplace procedures and operation manuals.
