Provide lift instructions 

1.1

Load movement is performed in accordance with planned hazard prevention and control measures in line with appropriate Australian standards, codes of practice, guidelines and manufacturer specifications

Agreed communication and signal methods are used to safely coordinate load movement

Clear, precise and concise verbal communication and signals are used

All relevant parameters are taken into account in instructions to ensure a safe, stable and smooth lift

Monitor lift 

2.1

Load is constantly monitored to ensure it remains stable

2.2

Load conditions that may affect continuing stability are identified and monitored

2.3

Temporary bracing and/or load support is maintained until continuing stability is ensured

2.4

Unplanned situations are responded to in accordance with workplace procedures in a manner that minimises risk to personnel and equipment

Site emergency procedures are followed

Place and secure load 

3.1

Appropriate materials for fixing and anchoring the load are checked and selected in line with manufacturer specifications

3.2

Appropriate fixing methods are used to secure load in line with manufacturer specifications and guidelines

Temporary securing is installed where hazards and weather conditions may vary during the load movement

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

• applying fatigue management knowledge and techniques
• applying precautions and required action to minimise, control or eliminate identified hazards
• applying relevant legislation and workplace procedures
• communicating effectively with others
• identifying and correctly using relevant equipment
• monitoring work activities in terms of planned schedule and modifying activities depending on operational contingencies, risk situations and environments
• operating and adapting to differences in equipment in accordance with operating procedures
• operating electronic communications equipment to required protocol
• planning own work, predicting consequences and identifying improvements
• prioritising and multi-tasking work
• reading and interpreting relevant instructions, procedures, information, technical data, manuals and signs
• working collaboratively with others
• working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

• communication systems used during a lift
• mobile crane applications, capacities, configurations, safety hazards and control mechanisms
• operational work systems and equipment
• problems that may occur during a lift and associated action that can be taken to address these problems
• relevant work health and safety (WHS)/occupational health and safety (OHS) and environmental procedures and regulations
• relevant road rules, regulations, permit and licence requirements for mobile crane operations
• risks and hazards involved in mobile crane operations and associated action that can be taken to eliminate or minimise risks
• workplace procedures for controlling lifting and moving a mobile crane.

As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment include:

• a range of relevant exercises, case studies and/or simulations
• applicable documentation including workplace procedures, regulations, codes of practice and operation manuals
• relevant materials, tools, equipment and personal protective equipment currently used in industry.
