Release 1. This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

This unit involves the skills and knowledge required to operate a vehicle-mounted loading crane to shift loads with a capacity of less than 10 metre tonnes.

It includes preparing, positioning and stabilising a vehicle-mounted crane, operating a vehicle-mounted crane. It also includes monitoring lift conditions, packing up a vehicle-mounted crane after operations, and completing all required job records.

Work is performed under general supervision. It involves the application of routine principles and procedures when operating a vehicle-mounted loading crane in a variety of operational contexts.

Work must be carried out in accordance with the relevant state/territory authority licence/permit requirements and regulations pertaining to vehicle-mounted loading cranes.

Prepare work for current working conditions

Position and stabilise vehicle-mounted crane 

2.1 

Vehicle-mounted loading crane is driven to position as specified in job plan to ensure safe operation in accordance with applicable Australian Standards, codes of practice, manufacturer specifications, and relevant regulatory and local government requirements

Site inspection is undertaken, including checking ground to ensure it is firm enough to bear load to be taken, in accordance with workplace procedures

Barriers, fencing, temporary boundaries and signage are used, as required, to isolate working area in accordance with safe working practice and lift plan requirements

Appropriate plates or packing are correctly used to adequately distribute load

Outriggers and stabilisers are correctly deployed and positioned in accordance with manufacturer instructions, appropriate Australian Standard and other relevant statutory regulations or local authority requirements

Vehicle-mounted loading crane is immobilised and secured for travel in accordance with manufacturer instructions, workplace guidelines and regulatory requirements

Customer feedback is sought regarding satisfaction with completed job and areas of concern are reported in accordance with workplace procedures

This unit replaces and is equivalent to TLID3033 Operate a vehicle-mounted loading crane.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

• applying precautions and required actions to minimise, control or eliminate identified hazards
• calculating working load limit (WLL)
• checking and replenishing fluids, and carrying out lubrication processes
• communicating effectively with others
• completing relevant documentation
• interpreting and following operational instructions and prioritising work
• monitoring performance of a vehicle-mounted crane with a capacity of less than 10 metre tonnes and its equipment, and taking appropriate actions
• operating and adapting to differences in equipment in accordance with operating procedures
• reading and interpreting relevant instructions, lift plan, procedures, information and signs
• reporting or rectifying identified problems, faults or malfunctions promptly, in accordance with regulatory requirements and workplace procedures
• selecting and using required personal protective equipment (PPE) conforming to industry and work health and safety (WHS)/occupational health and safety (OHS) standards.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

• application of relevant agreements, codes of practice and other legislative requirements
• hazard management that is consistent with the principle of hierarchy of risk control with elimination, substitution, isolation and engineering control measures being selected before safe working practices and PPE
• high-risk work licence requirements
• mobile crane applications, capacities, configurations, safety hazards and control mechanisms
• operational procedures for vehicle-mounted crane crews/operators including crane and lifting gear load chart and manufacturer instructions
• operational work procedures and lift plan concerning setting up and rigging a mobile crane with a capacity of less than 10 metre tonnes at a worksite
• operational work systems and equipment
• prioritising and multi-tasking work
• problems that may arise when operating a vehicle-mounted loading crane with a capacity of less than 10 metre tonnes and actions that should be taken to prevent, report or resolve these problems
• purpose, characteristics, capabilities, requirements and limitations of vehicle-mounted crane with a capacity of less than 10 metre tonnes and its equipment
• relevant road rules, regulations, permit and licence requirements pertaining to vehicle-mounted crane operation
• relevant WHS/OHS and environmental procedures and regulations.

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Simulators must not be used in the assessment of this unit of competency.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

• a range of relevant exercises and/or case studies
• a vehicle-mounted loading crane with a capacity of less than 10 metre tonnes
• applicable documentation including workplace procedures, lift plan, load chart, regulations, codes of practice and operation manuals
• relevant and appropriate materials, tools, equipment and PPE currently used in industry.
