Release 1.  This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Application

This unit involves the skills and knowledge required for higher-order operating of heavy vehicles. This unit applies to heavy vehicle drivers required to apply safe operating driving behaviours.

This includes higher-order skills involving broad cognitive, technical, communication and vehicle management. It also requires knowledge about hazard perception, risk control and safe driving behaviour, judgement, decision making and multi-tasking that builds on basic driver licence requirements across a nominated heavy vehicle class and driving situations.

Safe heavy vehicle driving behaviours are applied without supervision.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Apply relevant legislation applicable to safe operation of a heavy vehicle

Current road rules and heavy vehicle national law or applicable state/territory law and regulations are identified, interpreted and applied

Load is secured in accordance with load restraint guidelines and protection equipment for different loads, carrying and storage conditions

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

  • adapting to differences in heavy vehicles, including their controls and safety devices, and the driving environment
  • applying correct selection and application of a braking and gear system
  • applying correct steering control techniques in a variety of driving conditions
  • applying high-level road craft skills
  • applying road rules
  • carrying out pre-operational checks and related action on heavy vehicles including checking appropriate signage, lights and equipment for operational effectiveness and for conformity to prescribed traffic regulations
  • complying with appropriate legislative, regulatory and procedural requirements while driving a heavy vehicle
  • dealing with adverse conditions while driving a heavy vehicle
  • evaluating risk and consequences of own driving actions
  • following operational instructions
  • identifying risk factors that might impact on driving behaviours and implementing appropriate low-risk driving response measures
  • identifying, monitoring and anticipating traffic hazards and taking appropriate and timely action
  • implementing contingency plans
  • implementing work health and safety (WHS)/occupational health and safety (OHS) requirements and practices when:
  • conducting prestart-up checks
  • identifying hazards
  • loading/unloading and manual handling
  • minimising, controlling or eliminating hazards
  • observing and interpreting driver behaviour that may put people at risk
  • interacting with other road users courteously in accordance with road rules to ensure safe and efficient traffic flow
  • maintaining situational awareness
  • making necessary adjustments to suit driving environment

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • additional equipment fitted to heavy vehicles
  • cognitive factors that may influence performance in heavy vehicle driving
  • consequences of heavy vehicle accidents
  • critical factors underpinning high-level heavy vehicle driving technical competence
  • driving hazards and related low-risk driving techniques
  • factors contributing to accidents including:
  • age, experience, drugs, alcohol, medication, road conditions, fatigue and time of day
  • driver values, emotions, limitations and personal needs
  • emotional factors, driver’s own behaviours and driver’s operation at high levels of risk
  • speed, space, vision, road conditions, vehicle condition and environmental conditions
  • heavy vehicle braking systems and techniques for use, such as maxi brakes, trailer brakes and exhaust brake system
  • load restraint guidelines
  • low-risk driving behaviours including:
  • creating and maintaining crash avoidance space
  • protecting crash avoidance space
  • obeying road rules, safety information and directions
  • maintaining appropriate physical and mental health and wellbeing
  • observation and scanning techniques
  • procedures for identifying and responding to hazards
  • purpose and benefits of road rules enforcement for safe heavy vehicle driving

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations in a heavy vehicle typical of that used in industry and on a variety of road conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include:

  • a range of relevant exercises, case studies and/or simulations
  • applicable documentation including workplace procedures, regulations, Australian Road Rules, codes of practice and operation manuals
  • relevant materials, tools and equipment currently used in industry
  • suitable heavy vehicle that meets state/territory requirements.
