Release 1.  This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

This unit involves the skills and knowledge required to pilot or escort oversized and/or overmassed loads.

Work must be carried out in accordance with National Heavy Vehicle Regulator (NHVR) regulations for piloting and escorting oversized and overmassed loads, and relevant state and/or territory roads and traffic authority licence and/or permit requirements.

It includes preparing for pilot and/or escort operation, carrying out communications regarding pilot/escort operation, and fulfilling all functions related to piloting and escorting vehicles carrying oversized and overmassed loads.

Work is performed with limited or minimum supervision, and with limited accountability and responsibility for self and others in achieving the prescribed outcomes.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Prepare for pilot or escort operation

Job hazards are identified and required actions taken to minimise, control or eliminate identified hazards

Maintenance needs of pilot and/or escort vehicles and associated equipment are identified in accordance with maintenance schedule or fault reports

Pilot and/or escort vehicles and associated equipment are prepared for operation in accordance with manufacturer specifications, regulations and workplace procedures

Conduct pilot and/or escort operation 

3.1 

Required vehicle positioning, traffic warning and directional signalling procedures are implemented to enable safe passage of load

Safety equipment is operated and roadside obstacles are positioned to ensure safe passage of load in accordance with regulations and workplace procedures

3.3 

Precautions are taken to ensure convoy personnel are aware of road and other conditions that may impact on load and vehicle security

All required liaison with relevant authorities is undertaken

Documentation is completed and proofread in accordance with regulations and workplace procedures

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and include:

• applying precautions and required actions to minimise, control or eliminate identified hazards
• applying relevant regulatory requirements and workplace procedures
• communicating effectively with others
• completing relevant documentation
• modifying activities depending on operational contingencies, risk situations and environments
• operating and adapting to differences in equipment in accordance with operating procedures
• reading, interpreting, and following relevant instructions, procedures, information and signs
• reporting and/or rectifying identified problems promptly in accordance with regulatory requirements and workplace procedures
• working collaboratively with others
• working systematically with required attention to detail without injury to self or others, or damage to goods or equipment.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and include knowledge of:

• documentation requirements for piloting and escorting oversized and/or overmassed loads
• driving hazards and related defensive driving techniques
• efficient driving techniques
• factors that may cause traffic delays and diversions and related action that can be taken
• low-risk driving behaviours
• map reading and road navigation techniques
• National Heavy Vehicle Regulator (NHVR) rules, regulations and guidelines
• pre-operational checks carried out on vehicle and related actions
• principles of stress management when carrying out pilot and/or escort functions
• procedures to be followed in a driving, piloting and/or escorting emergency
• relevant Australian Road Rules and state/territory roads and traffic authority road rules, regulations, permit and licence requirements for piloting and escorting oversized and overmassed loads
• relevant work health and safety (WHS)/occupational health and safety (OHS) and environmental procedures and regulations.

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

• a range of relevant exercises, case studies and/or simulations
• relevant and appropriate materials, tools, equipment and personal protective equipment (PPE) currently used in industry
• applicable documentation, including legislation, regulations, codes of practice, workplace procedures and operation manuals.
