Release 1 . This is the first release of this unit of competency in the Transport and Logistics Training Package.

This unit involves the skills and knowledge required to pilot rail traffic with due consideration of route conditions in accordance with system of safeworking, regulatory requirements and workplace procedures.

For this unit, a pilot is defined as a route current qualified worker, who accompanies, directs and advises rail traffic crew about track works, speed restrictions, signal locations, wayside equipment, station locations and other aspects that may affect operation of rail traffic based on known performance of rolling stock.

It includes identifying route and safeworking requirements, applying route knowledge in planning and communicating a rail traffic movement, and using route knowledge during a rail traffic movement in accordance with workplace requirements and rail network standards.

People achieving competence in this unit will need to fulfil the applicable state/territory legislated rail safety requirements and to comply with relevant codes of practice and/or guidelines.

Work is generally performed without supervision and within a team environment. It involves the application of routine operational principles and procedures when accompanying and guiding rail traffic with due consideration of route conditions as part of workplace activities across a variety of operational contexts within the Australian rail system.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least two separate occasions and include:

• allocating attention according to priorities
• applying system of safeworking and workplace procedures when piloting rail traffic
• applying rail movement plan
• briefing rail traffic crews
• challenging communication errors including safety critical errors, incomplete, unclear or ambiguous information
• committing to action by completing rail movement plan and taking appropriate actions to implement the plan
• communicating in a team by exchanging information through assigning responsibility and acknowledging communication content
• demonstrate in-field leadership by:

• adjusting to rail traffic crew contributions
• engaging rail traffic crew in seeking their input
• providing constructive feedback to confirm commitment and alignment for each worker to the rail movement plan

• identifying job hazards, unsafe situations and taking required actions to minimise, control or eliminate identified hazards
• identifying and considering the rail traffic movement, rolling stock and intended movement
• staying focused by allocating attention according to safety, effectiveness, efficiency and rail movement plan priorities
• using concise and unambiguous standard phrases.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

• briefing information and protocols
• principles of effective communication including:

• active listening techniques
• questioning techniques to obtain information and/or to clarify information and understanding
• two-way communications

• procedures for:

• safety critical communications including active listening, concise and unambiguous standard phrases
• emergency management procedures for identified abnormal or unsafe situations
• identifying and/or anticipating route problems and related actions that can be taken

• rail movement plan
• system of safeworking, workplace procedures, rules and rail network standards
• terminology and phrases used in industry.

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate rail corridor workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

• a range of relevant exercises, case studies and/or simulations
• relevant and appropriate materials, tools, equipment and personal protective equipment (PPE) currently used in industry
• applicable documentation including workplace procedures, codes of practice and rail network standards.
