Release 1 . This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Application

This unit involves the skills and knowledge required to assist in stabling a train in accordance with relevant workplace procedures, rail regulations and codes of practice.

It includes determining the required stabling location, shunting and securing the train, stabling and securing the train, carrying out all required post-operational checks and completing post-operational paperwork.

People achieving competence in this unit will need to fulfil the applicable state/territory legislated rail safety requirements and to comply with relevant codes of practice and/or guidelines.

Work is performed with supervision, generally within a team environment. It involves the application of routine operational principles and procedures when stabling and securing a train, across a variety of operational contexts in the Australian rail system.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Determine stabling location 

1.1 

Contact is made with appropriate personnel to determine planned location for stabling a train

1.2 

Location is identified and confirmed with relevant personnel

Directions from relevant personnel are followed

Stable train 

2.1 

Train is shunted and secured to prevent roll away as agreed with relevant personnel

2.2 

Rolling stock is stabled as directed

2.3 

Rolling stock is secured to prevent roll away in accordance with directions and workplace procedures

2.4 

Train motive power unit shutdown is confirmed in accordance with workplace procedures

2.5 

Cab is secured in accordance with workplace procedures

2.6 

Derailers are set in place in accordance with workplace procedures as required

3. 

Assist with post-operational checks 

3.1 

Fuel and fluid levels are checked and required action is taken to replenish consumables

3.2 

Rolling stock inspection is undertaken as agreed with relevant personnel

3.3 

Identified faults and defects are fixed and/or reported and recorded in accordance with workplace procedures

3.4 

Faulty or defective equipment is isolated and tagged in accordance with workplace procedures

3.5 

Post-operational checks are confirmed and agreed with relevant personnel

Equipment is returned and stowed in accordance with workplace requirements

3.7 

Post-operational documentation checks are completed in accordance with workplace procedures

Release 1 . This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least two separate occasions and include:

  • adapting to differences in trains and associated equipment and procedures
  • carrying out post-operational checks on a range of trains in accordance with workplace procedures
  • communicating effectively with others
  • conducting a visual inspection of a train
  • documenting outcomes of train inspection
  • identifying and assessing rolling stock defects and deficiencies and taking appropriate action to report, isolate, repair or replace identified defective equipment in accordance with workplace procedures
  • identifying job hazards and taking required action to minimise, control or eliminate identified hazards
  • interpreting and following operational instructions and prioritising work
  • modifying activities depending on operational contingencies, risk situations and environments
  • reading and interpreting relevant instructions, procedures and information
  • recognising problems that may arise when stabling a train and taking appropriate action.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • applicable state/territory legislated rail safety requirements, relevant codes of practice and/or guidelines
  • braking and safety system procedures
  • emergency response procedures
  • relevant safety, work health and safety (WHS)/occupational health and safety (OHS), and environmental procedures and regulations
  • speed and load limit compliance requirements
  • typical defects that can occur on a train and related action that should be taken
  • workplace procedures and train operating requirements including:
  • completing relevant documentation when stabling a train
  • identifying equipment defects and assessing for appropriate action
  • managing hazardous situations when stabling a train
  • minor maintenance, cleaning, lubricating and servicing a train
  • required protocol for operating electronic communications equipment
  • securing a train to prevent roll away
  • stabling a train.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations or, where this is not available, in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include:

  • a range of relevant exercises, case studies and/or simulations
  • relevant and appropriate materials, tools, equipment and personal protective equipment (PPE) currently used in industry
  • applicable documentation, including workplace procedures, regulations, codes of practice and operation manuals
