Release 1 . This is the first release of this unit of competency in the TLI Transport and Logistics Training Package.

Application

This unit involves the skills and knowledge required to carry out daily inspections on a mobile crane, in compliance with licence/permit requirements, regulations and work requirements in a variety of operational contexts.

It includes planning daily inspections, preparing and conducting pre-start operations and safety checks, and completing workplace documentation entries.

This unit applies to daily inspections on mobile crane and is limited to lubrication, fluid, filter and accessory changing and checks for cracks, surface or structural faults or other damage.

Work is performed with limited or minimum supervision.

People achieving competence in this unit must hold the relevant high risk work licence prior to undertaking mobile crane operation, dogging or rigging work.

Work must be carried out in compliance with the relevant state/territory authority mobile crane operations licence/permit requirements and regulations, codes of practice, rules and/or guidelines.

Plan daily inspection 

1.1 

Tags, logbooks and crane manufacturer information are read prior to commencing operation, and previously identified and manufacturer recommendations are confirmed

Maintenance schedules are read and maintenance tasks are confirmed to match schedule

Competent maintenance personnel are consulted to confirm step-by-step procedure is worked out to minimise time delays and to sequence maintenance processes consistent with manufacturer recommendations

Prepare for pre-start checks 

2.1 

Hazards are identified and risks are eliminated or control measures selected and implemented in accordance with workplace procedures

2.2 

Required tools, consumables and equipment are identified and suitable

2.3 

Equipment is inspected for visible faults and loose or damaged components

Conduct pre-start operations and safety checks 

3.1 

Fluid levels are checked and adjusted in accordance with workplace procedures

3.2 

Mechanical components are checked to ensure attachments and tensions are secure in accordance with workplace procedures

Own work and crane system operations are checked to ensure crane’s operational condition is in accordance with manufacturer specifications and in accordance with workplace procedures

Tools, equipment and unused consumables are returned to appropriate locations and waste is disposed of in accordance with workplace procedures

Mobile crane is monitored during operations in accordance with workplace procedures

Complete logbook entries

Assessment requirements

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

  • applying precautions and required actions to minimise, control or eliminate identified hazards
  • applying specific crane legislation and workplace procedures
  • checking fluids and carrying out basic lubrication processes
  • communicating effectively and working collaboratively with others
  • completing daily inspections and relevant workplace documentation
  • identifying and correctly using relevant equipment
  • identifying factors that may compromise operational capability
  • reading and interpreting relevant instructions, workplace procedures, information, labels and decals
  • reporting faults or malfunctions promptly in accordance with regulatory requirements and workplace procedures
  • selecting and using appropriate personal protective equipment (PPE) conforming to industry and work health and safety (WHS)/occupational health and safety (OHS) standards.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • application of codes of practice, guidelines or other legislative requirements
  • characteristics, hazards, capabilities and limitations of lubrication and other fluids
  • correct use of hand tools and other equipment
  • daily inspection workplace procedures for crane crews
  • hazard management strategies consistent with the principle of hierarchy of risk control
  • mobile crane applications, capacities, configurations, hazards and risk controls
  • operational mobile crane systems and equipment
  • relevant WHS/OHS and environmental procedures and regulations.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions and involve the controlling movement of equipment, goods, materials and vehicular traffic.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • applicable documentation including workplace procedures, regulations, codes of practice and operation manuals, including relevant:
  • state/territory regulations pertaining to the maintenance and safety of mobile cranes
  • state/territory WHS/OHS legislation
  • PPE including:
  • gloves
  • safety headwear and footwear
  • sunscreen, sunglasses and safety glasses
  • two-way radios
  • high visibility clothing
  • relevant materials, tools and equipment currently used in industry
  • state/territory environmental protection legislation.
