Application

This unit of competency describes the skills and knowledge required to operate safely in remote places and isolated areas for the purpose of conducting fisheries compliance monitoring activities.

The unit applies to individuals who work as fisheries compliance officers in remote areas where regular operational support is not readily available. In this role they develop operational plans specific for remote areas controls, use communication equipment and navigational aids, carry out monitoring, take and store evidence and restrain arrested suspects as necessary.

All work must be carried out to comply with workplace procedures, according to state/territory health and safety, biosecurity and environmental regulations, legislation and standards that apply to the workplace.

Licences will be required to operate a vehicle or vessel.

Regulatory requirements apply to this unit. Users are required to check with the relevant jurisdiction for current requirements.

1. Prepare for remote area operations

1.1 Develop and convey operational plans to colleagues and base station

1.2 Select and test communication equipment for effective operation in the remote area

1.3 Check familiarity with current radio protocols for standard and emergency situations

1.4 Assess risks associated with the operation and journey, and plan risk minimisation strategies and contingency actions

1.5 Obtain, check and store equipment and supplies identified in risk management strategies and contingency plans for efficiency and safety

1.6 Document travel plans after selecting most appropriate route to destination, method and schedule of travel

1.7 Check preparations for remote area operations comply with jurisdictional policies and procedures

2. Travel in remote areas

2.1 Use navigational aids appropriate for the remote area and type of travel to ensure destinations and direction of travel are as planned

2.2 Use communication equipment according to communication protocols

2.3 Travel according to approved travel plan and risk minimisation strategies

2.4 Respond to emergency situations according to contingency plans

3. Operate in remote areas

3.1 Undertake operations ensuring safety of colleagues, self and equipment

3.2 Undertake monitoring activities with caution and due regard for safety of personnel and equipment

3.3 Take witness statements and details according to jurisdictional policies and procedures

3.4 Restrain arrested suspects according to jurisdictional policies and procedures

3.5 Store evidence in a manner that will ensure its safety and preservation

3.6 Gather, report and present intelligence on a regular basis

4. Finalise details of remote area operation

4.1 Check equipment for serviceability and return to storage post-operation

4.2 Make reports on operation and any problems encountered

Performance Evidence

An individual demonstrating competency must satisfy all of the elements and performance criteria in this unit.

There must be evidence that the individual has, on at least one occasion, planned, travelled and operated in remote areas for fisheries monitoring activities, including:

  • documenting operations and travel plans that incorporate risk management strategies and contingency plans
  • testing, maintaining and operating communication equipment and navigational aids
  • travelling safely according to travel plan
  • maintaining the safety of self, others, equipment and evidence while undertaking operation and compliance monitoring activities
  • preparing detailed witness statements
  • preparing accurate reports on gathered intelligence and operation outcomes.

Knowledge Evidence

An individual must be able to demonstrate the knowledge required to perform the tasks outlined in the elements and performance criteria of this unit. This includes knowledge of:

  • equipment and supplies necessary for safe travel and operation in remote areas
  • jurisdictional policies and procedures for safe travel and operation in remote areas and exercising compliance powers
  • risks associated with remote area travel and operations and strategies for minimising those risks
  • emergency response procedures used for remote areas
  • procedures for taking statements and evidence gathering.

Assessment Conditions

Assessment of skills must take place under the following conditions:

  • physical conditions:
  • skills must be demonstrated in a fisheries compliance monitoring setting in a remote area or an environment that accurately represents workplace conditions
  • resources, equipment and materials:
  • equipment, including communication and navigational aids, required for remote travel and operation
  • vehicles and vessels, as required, for remote travel
  • specifications:
  • access to jurisdictional policies and procedures relating to safe travel and operation in remote areas and exercising compliance powers
  • operational plans
  • relationships:
  • evidence of interactions with suspects and witnesses.

Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards.
