This unit describes a participant’s skills and knowledge required to move and position materials to form stockpiles in Civil construction, Coal and Metalliferous mining and Extractive.

Elements and Performance Criteria

1. Plan and prepare for stockpiling operations

1.1 Access, interpret and apply stockpiling operations documentation and ensure the work activity is compliant

1.2 Obtain, interpret and clarify work requirements

1.3 Access, interpret and apply geological and survey data required to complete the allocated work

1.4 Carry out worksite inspection and rectify or report hazards and/or other notifiable conditions

1.5 Communicate with other personnel using approved communication methods

1.6 Select and wear personal protective equipment

1.7 Identify, address and report environmental issues

1.8 Confirm stockpile boundaries and signage are erected

1.9 Access and apply safety information and procedures throughout the work, and ensure safety of personnel, plant and equipment

2. Stockpile materials

2.1 Coordinate activities with others at the site prior to commencement of, and during, the work activity

2.2 Carry out pre-start, start-up, park-up and shutdown procedures

2.3 Operate plant and equipment

2.4 Act on and report on monitoring systems and alarms

2.5 Stockpile materials in specified location

2.6 Inspect stockpile structure and surrounding area, and address issues

2.7 Identify and manage contaminants to protect quality of material and protect equipment and environment

2.8 Construct stockpile according to site stockpile plan

2.9 Ensure stockpile has adequate drainage to minimise contamination of stockpile and surrounding areas

2.10 Maintain pad according to site parameters

2.11 Recognise and respond to hazardous and emergency situations

2.12 Complete all written documentation clearly, concisely and on time

2.13 Record/pass on end of shift information

3. Carry out post-operational procedures

3.1 Inspect, fault find and report equipment faults

3.2 Carry out operational maintenance, servicing, lubricating and housekeeping tasks

3.3 Visually inspect structures and components for fault conditions, wear and need of repair or replacement

3.4 Process written records and reports

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

  • locates and applies relevant documentation, policies and procedures
  • works effectively with others to undertake and effective moving and positioning of materials to form stockpiles to meet all required outcomes including:
  • preparing for and organising work activities to meet all task requirements
  • communicating clearly and concisely with others to receive and clarify work instructions
  • using a range of communication techniques and aids to advise others of work activity and exclusion zones
  • demonstrates completion of moving and positioning of materials to form stockpiles that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
  • confirming and implementing barriers and signage
  • carrying out pre-start, start-up, park-up and shutdown procedures
  • operating, steering, manoeuvring and positioning plant and equipment
  • inspecting stockpile structure
  • identifying and managing contaminants
  • conducting basic operational maintenance including servicing, lubrication and cleaning
  • process written records and reports

Knowledge Evidence

The candidate must demonstrate knowledge of moving and positioning materials to form stockpiles through:

  • planning and organising skills to conducting stockpiling operations
  • problem solving skills to technical resources and infrastructure issues
  • awareness of site environmental requirements and constraints
  • experience with site product characteristics
  • use of pre-start, start-up, operating and shutdown procedures and techniques
  • awareness of hazardous goods procedures and consequences of spills
  • use of indicator readings
  • understanding of site operational system
  • knowledge of principles of contamination
  • use of stockpile management processes
  • use of recording and reporting processes
  • application of bund construction, drainage and stockpile maintenance procedures
  • awareness of wet and dry working procedures
  • application of environmental principles
  • use of isolation procedures principles
  • working knowledge of metallurgical and technical data
  • application of stockpile safety requirements and signage
  • working knowledge of stockpiling characteristics and limitations

Assessment Conditions

  • An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,
  • this unit must be assessed in the context of this sector’s work environment; and,
  • this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,
  • assessment may be conducted in conjunction with the assessment of other Units of Competency; and,
  • assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,
  • assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,
  • where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,
  • assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

    Where this Unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or Industry subject matter expert experience should be in-line with industry standards for the sector in which it is being assessed and where no Industry standard is specified should comply with any relevant regulation.

    *Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
