Elements and Performance Criteria
1. Plan and prepare for scraper operations
|
1.1 Access, interpret and apply scraper operations documentation and ensure the work activity is compliant
1.2 Obtain, read, interpret, clarify and confirm work instructions
1.3 Identify and address risks, hazards and environmental issues and implement control measures
1.4 Select and wear personal protective equipment appropriate for work activities
1.5 Identify, obtain and implement traffic management signage requirements
1.6 Select, and check for faults, equipment and/or attachments for work activities
1.7 Obtain and interpret emergency procedures, and be prepared for fire/accident/emergency

2. Operate scraper
|
2.1 Carry out pre-start, start-up, park-up, shutdown and secure equipment procedures
2.2 Coordinate activities with others at the site prior to commencement of, and during, the work activity
2.3 Continually monitor hazards and risks , and ensure safety of self, other personnel, plant and equipment
2.4 Drive and operate scraper, and modify the operating technique to meet changing work conditions
2.5 Conduct, control and monitor operations within the equipment limitations
2.6 Load, transport and discharge material , ensuring minimum loss of load
2.7 Act on or report monitoring systems and alarms

3. Couple machines
|
3.1 Establish and maintain coordination with other scraper operator during coupling
3.2 Maintain coordination and with other machines and operators and complete the work plan
3.3 Provide assistance with safe disengagement of puller/pusher when bowls are filled to capacity
3.4 Use attachment in accordance with recommendations and design limits
3.5 Clean and store removed attachments in designated location

4. Relocate the scraper

4.1 Prepare scraper for relocation
4.2 Move scraper safely between worksites, observing relevant codes and traffic management requirements
4.3 Load and unload machine from float/trailer

Performance Evidence
Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:
- locates and applies relevant documentation, policies and procedures
- implements the requirements, procedures and techniques for the safe, effective and efficient completion of scraper operations including:
- conducting prestart checks prior to commencing operations and shutdown procedures on completion of operations
- carrying out vehicle refuelling requirements and procedures
- driving and operating the equipment to site conditions
- applying safe work practices and identifying and reporting all potential hazards, risks and environmental issues
- applying problem solving and troubleshooting techniques
- applying levelling techniques
- selecting and using the required tools and equipment
- working safely around other machines and personnel
- safely parking and securing of equipment
- applying methods of changing machine attachments
- works effectively with others to undertake and complete scraper operations that meet all of the required outcomes including:
- using a range of communications techniques and equipment to convey information to others
- maintaining written and verbal reporting requirements and procedures
- organising work activities to meet all task requirements
- communicating clearly and concisely with others to receive and clarify work instructions
- coordinating equipment coupling, operating in tandem and disengagement of equipment with other operator
- demonstrates completion of civil construction scraper operations that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
- completion of operations to specification using a variety of material types including:
- stripping of materials to specified depth
- the cutting and filling of materials to line and level
- stockpiling
- spreading
- site clean-up
- coupling, operating in tandem and disengagement of equipment in coordination with other operator
Knowledge Evidence
The candidate must demonstrate knowledge of the following when conducting civil construction scraper operations:
- identifying, interpreting ground conditions
- communicating and performing isolation procedures
- identifying equipment processes, technical capability and limitations
- being prepared for fire/accident/emergency
- identifying signs of operator fatigue and how it should be managed
- interpreting drawings and sketches
- identifying site isolation and traffic control responsibilities and authorities
- using civil construction terminology
- complying with project quality requirements
- using basic earthworks calculations
- using civil construction activity sequences of road construction, earthworks and drainage
- using methods for calculating safe working loads
- applying operational, maintenance and basic diagnostics
- completing housekeeping activities
Assessment Conditions
- An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,
- this unit must be assessed in the context of this sector’s work environment; and,
- this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,
- assessment may be conducted in conjunction with the assessment of other Units of Competency; and,
- assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,
- assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,
- where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,
- assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
