Application

This unit describes the skills and knowledge required to operate, maintain and shift loads using a vehicle loading crane.

This unit applies to those working in site-based roles.

The work required in this unit relates to the National Standard for High Risk Work but this unit does not provide the licence. Licensing, legislative, regulatory or certification requirements that may apply to this unit can vary between states, territories, and industry sectors, and must be sourced from relevant state jurisdictions prior to applying this unit.

1. Prepare for vehicle loading crane operations

1.1 Access, interpret and apply crane operation documentation and procedures to ensure work activity is compliant

1.2 Obtain, interpret, clarify and confirm work requirements

1.3 Identify hazards and environmental issues assess the risks and implement control measures in line with workplace policies and procedures

1.4 Select and wear personal protective equipment required for work activities

1.5 Identify and display signage and erect barricades to isolate the work area in line with workplace procedures

1.6 Identify and select required vehicle loading crane equipment, and confirm suitability for work activities

1.7 Identify and confirm load to be shifted according to workplace procedures

1.8 Communicate with dogman and confirm attachments are assembled and quantity of load is in line with workplace procedures, specifications, vehicle limitations and/or rigging requirements

1.9 Determine and implement no-go zones, confirm work area is clear and identify and control crane operating hazards prior to the commencement of the lift in line with workplace procedures

1.10 Coordinate and communicate planned activities in line with work requirements, including using recommended load moving signals

2. Operate vehicle loading crane in line with established requirements to complete work activity

2.1 Perform pre-start and start-up checks and vehicle positioning procedures in line with workplace procedures

2.2 Identify faults and rectify within scope of own responsibility and according to workplace procedures

2.3 Ensure load and equipment are secure and stable in line with workplace procedures

2.4 Lift to re-position loads using crane controls and techniques suited to equipment capabilities, site and work conditions, and according to workplace procedures

2.5 Monitor load, and crane hook movements and locations throughout the load transfer

2.6 Monitor hazards and risks during operations, including potential emergency situations, and respond accordingly

2.7 Monitor and manage equipment performance using indicators and alarms

2.8 Park up, shut down, secure and carry out post operational inspection of equipment in line with workplace procedures

3. Conduct housekeeping activities

3.1 Clean, check and store plant, tools and equipment as per workplace procedures

3.2 Clear work area and dispose of reused or recycled fluids and materials as per workplace procedures

3.3 Manage and/or report hazards to maintain a safe working environment

3.4 Complete and file or distribute documentation

Performance Evidence

The candidate must demonstrate the ability to complete the tasks outlined in the elements and performance criteria of this unit.

The candidate must demonstrate completion of vehicle loading crane operations that safely, effectively and efficiently follow workplace procedures to carry out work activity on at least two occasions, and include:

  • performing start-up, park-up, shutdown and vehicle positioning procedures
  • isolating work area in the vicinity of vehicle loading cranes, including displaying signage and erecting barriers
  • lifting and positioning loads using crane controls and function
  • directing crane operations using load moving signals applicable to site
  • monitoring load and crane hook movements and locations
  • returning cranes to lock down position
  • cleaning, checking and storing plant, tools and equipment
  • disposing of environmentally sensitive fluids and materials
  • parking and securing equipment

In the course of the above work the candidate must also:

  • locate and apply required documentation, policies and procedures
  • apply safe work practices and identify and report potential hazards and environmental issues, and assess risks
  • select and wear personal protective equipment required for work activities
  • identify common equipment faults
  • select and use required tools and equipment
  • planning and preparing for vehicle loading crane operations
  • monitor and manage equipment performance using indicators and alarms
  • use a range of communication techniques and equipment essential to the safe completion of work instruction
  • meet written and verbal reporting requirements and procedures associated with vehicle loading crane operations

Knowledge Evidence

The candidate must demonstrate knowledge of the following when operating a vehicle loading crane:

Key policies, procedures and relevant standards for vehicle loading cranes, including those relating to:

  • no-go areas in the vicinity of vehicle loading cranes
  • basic rigging and slinging
  • crane hook location and movement ranges
  • work health and safety
  • site environmental requirements and constraints
  • HAZCHEM relevant to loading cranes
  • role of the dogman

Key site information, including:

  • basic geological and survey data knowledge relating to loading cranes
  • plans and maps

Key features associated with equipment performance, including:

  • technical capabilities and limitations
  • equipment specifications

Assessment Conditions

Mandatory conditions for assessment of this unit are stipulated below. The assessment must:

  • include access to:
  • a vehicle loading crane
  • materials to be lifted and positioned
  • personal protective equipment
  • be conducted in a safe environment and
  • be assessed in context of this sector's work environment and
  • be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed and
  • confirm consistent performance can be applied in a range of relevant workplace circumstances.

Where personal safety or environmental damage are limiting factors, assessment may occur in a simulated work environment* provided it is realistic and sufficiently rigorous to cover all aspects of this sector’s workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills.

Assessor requirements 

Assessors must be able to clearly demonstrate current and relevant industry knowledge and experience to satisfy the mandatory regulatory standards as set out in the Standards for Registered Training Organisations (RTOs) 2015/AQTF mandatory requirements for assessors current at the time of assessment and any relevant licensing and certification requirements. This includes:

  • vocational competencies at least to the level being delivered and assessed
  • current industry skills directly relevant to the training and assessment being provided
  • current knowledge and skills in vocational training and learning that informs their training and assessment
  • formal relevant qualifications in training and assessment
  • having knowledge of and/or experience using the latest techniques and processes
  • possessing a high level of RII training product knowledge
  • having an understanding and knowledge of legislation and regulation relevant to the industry and to employment and workplaces
  • demonstrating the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and
  • the minimum years of current** work experience after competency has been obtained as specified below in an industry sector relevant to the outcomes of the unit.

It is also acceptable for the appropriately qualified assessor to work with an industry expert to conduct assessment together and for the industry expert to be involved in the assessment judgement. The industry expert must hold the relevant vocational competencies and have current industry skills directly relevant to the training and assessment being provided, and must work alongside a trainer and/or assessor to conduct the assessment. This means the industry subject matter expert should hold the unit being assessed (or an equivalent unit) and must also demonstrate skills and knowledge from the minimum years of current work experience after competency has been obtained as specified below, including time spent in roles related to the unit being assessed.

Where this unit is being assessed outside of the Resources and Infrastructure Sectors assessor and/or industry subject matter expert experience should be in line with industry standards for the sector in which it is being assessed and where no industry standard is specified should comply with any relevant regulation.

*Guidance on simulated environments has been stipulated in the RII implementation guide located on VETNet.

**Assessors can demonstrate current work experience through employment within industry in a role relevant to the outcomes of the unit; or, for external assessors this can be demonstrated through exposure to industry by conducting a minimum number of site assessments as determined by the relevant industry sector, across various locations.

*** While a Unit of Competency does not have an AQF level, where a unit is being delivered outside of a qualification the first numeric character in the unit code should be considered as the AQF indicator level for assessment purposes.
