Application
This unit describes a participant’s skills and knowledge required to conduct basic scaffolding operations in the Resources and Infrastructure Industries.
This unit is appropriate for those working in operational roles.
The work required in this unit relates to the National Standard for High Risk Work. Licensing, legislative, regulatory and certification requirements that apply to this unit can vary between states, territories and industry sectors. Relevant information must be sourced prior to application of the unit.
Elements and Performance Criteria
1. Plan and prepare for basic scaffolding operations

1.1 Access, interpret and apply scaffolding documentation and ensure the work activity is compliant
1.2 Obtain, read, interpret, clarify and confirm work requirements and safety information before proceeding
1.3 Select and wear personal protective equipment appropriate for work activities
1.4 Develop the preliminary scaffolding plan
1.5 Confirm site preparation with appropriate personnel and identify and address potential risks, hazards and environmental issues, and implement control measures
1.6 Identify and select equipment
1.7 Check equipment is ready for use and report verbally or in writing, label and repair any defects within functional responsibility
1.8 Confirm scaffolding plan

2. Erect and maintain basic scaffolding
|
2.1 Erect scaffolding
2.2 Adhere to safety requirements at heights, on incomplete structures and in confined spaces
2.3 Install static lines
2.4 Assemble and erect lifting device
2.5 Inspect critical structural and safety areas and equipment periodically while in use, identify any variation from the plan and record in writing inspection in inspection log
2.6 Perform alteration or repair to critical structural and safety areas and equipment

3. Dismantle basic scaffolding
|
3.1 Isolate scaffolding and appropriately sign and barricade
3.2 Inspect, classify, label and dismantle scaffolding using the reverse procedure for erection
3.3 Clear work area and dispose of used and recycled materials
3.4 Clean, check and store equipment and tools

Performance Evidence
Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:
- locates and applies relevant documentation, policies and procedures
- implements the requirements, procedures and techniques for the safe, effective and efficient conduct of basic scaffolding operations including:
- access, interpret and apply technical scaffolding information
- planning and preparing for scaffolding operations
- works effectively with others to undertake and complete the conduct of basic scaffolding operations that meets all of the required outcomes including:
- maintaining written and verbal reporting requirements and procedures
- using a range of communication techniques and equipment to convey information to others
- demonstrates consistent and timely completion of basic scaffolding operations that safely, effectively and efficiently meet all of the required outcomes on a minimum of three (3) separate occasions including:
- erecting, altering and maintaining scaffolding including:
- installation of static lines
- inspection of critical structures
- dismantling scaffolding including:
- installation of signage and barricading
- inspection, classification and labelling of scaffolding
- clean, check and store equipment and tools
Knowledge Evidence
The candidate must demonstrate knowledge of conducting basic scaffolding operations through:
- National standard for High Risk Work
- plant, tools and equipment types, characteristics, uses, limitations and relevance to scaffolding
- materials safety data sheet
- scaffolding plans, drawings and specifications
- using scaffolding lifting devices
Assessment Conditions
- An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,
- this unit is best assessed in the context of this sector’s work environment;
- where personal safety or environmental damage are limiting factors, assessment may occur in a simulated environment provided it is realistic and sufficiently rigorous to cover all aspects of this sector’s workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills; and,
- this unit must be assessed using Resources and Infrastructure Industry sector specific policies, procedures, processes and operational manuals; and,
- assessor requirements differ between sectors as follows:
- when assessing this unit in the context of the Drilling sector:
- an assessor must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through five (5) years of work in the Industry sector; or,
- where a co-assessment or partnership arrangement exists between a qualified assessor and an Industry technical expert, the Industry technical expert can hold the unit being assessed, and/or demonstrate equivalency of skills and knowledge at the unit level. An Industry technical expert must also demonstrate a minimum of three (3) years of continuous work in the Industry sector, with the preceding one (1) year in the unit they are co-assessing; or,
- when assessing this unit in the context of the Metalliferous Mining sector:
- an assessor must demonstrate the skills and knowledge of this unit through five (5) years of current and continuous work with the Industry sector and must hold the TAE Assessor Skill Set or equivalent; or,
- when assessing this unit in the context of the Coal Mining sector:
- an assessor must demonstrate the skills and knowledge of this unit through twelve (12) month work experience in an Industry relevant to the skills being assessed within the last three (3) years; and,
- where the assessor does not have current experience a co-assessment or partnership arrangement needs to exist between the qualified assessor and an Industry technical expert/ subject matter expert. The Industry technical expert/subject matter expert must demonstrate competency in the unit being assessed, and be currently working in the sector with a minimum of twelve (12) months’ work experience within the last three (3) years; or,
- when assessing this unit in the context of the Extractive sector
- an assessor must demonstrate the skills and knowledge of this unit through five (5) years’ work experience in the Industry sector; and,
- where the assessor does not have current experience a co-assessment or partnership arrangement needs to exist between the qualified assessor and an Industry technical expert/ subject matter expert. The Industry technical expert/subject matter expert must hold the unit being assessed and be currently working in the sector with a minimum of two (2) years’ of current work experience; or,
- when assessing this unit in the context of the Civil Construction sector
- an assessor must demonstrate the skills and knowledge of this unit through five (5) years’ work experience in the Industry sector; and,
- where the assessor does not have current experience a co-assessment or partnership arrangement needs to exist between the qualified assessor and an Industry technical expert/ subject matter expert. The Industry technical expert/subject matter expert must hold the unit being assessed and be currently working in the sector with a minimum of two (2) years’ of current work experience.
