Application

This unit describes a participant’s skills and knowledge required to perform basic rigging in the Resources and Infrastructure Industries.

This unit is appropriate for those working in operational roles.

The work required in this unit relates to the National Standard for High Risk Work. Licensing, legislative, regulatory and certification requirements that apply to this unit can vary between states, territories and Industry sectors. Relevant information must be sourced prior to application of the unit.

Elements and Performance Criteria

1. Plan and prepare for basic rigging

1.1 Access, interpret and apply rigging documentation and ensure the work activity is compliant

1.2 Obtain, read, interpret, clarify and confirm work requirements before proceeding

1.3 Select and wear personal protective equipment appropriate for work activities

1.4 Develop a written preliminary rigging plan and site sketch considering essential information

1.5 Check and confirm job feasibility and schedule with the client, the load designer and other relevant persons

1.6 Confirm hazards associated with the use of cranes and other load moving equipment and identify and review measures to eliminate or control these hazards with appropriate parties

1.7 Finalise and confirm rigging plan, including the scheduling of required resources

1.8 Safety requirements are followed in accordance with safety plans and policies

1.9 Identify and implement signage/barricading requirements

2. Prepare rigging equipment

2.1 Select and inspect resources, materials and equipment for compliance with job specifications and applicable Australian standards

2.2 Inspect lifting equipment according to manufacturer’s specifications

2.3 Label, reject and dispose of lifting equipment which is identified as inconsistent with manufacturer’s specifications

2.4 Sling loads and slings, ensuring protection of the load and associated equipment

2.5 Secure whole or part loads to prevent uncontrolled movement

2.6 Attach and position slings, or parts of slings, to the load, ensuring safe movement

2.7 Attach slings, or parts of slings, to hook while the hoist wire is vertical

2.8 Attach tag lines to the load where specified

2.9 Perform test lifts, ensuring safe and secure movement of the load where specified

3. Move loads

3.1 Calculate and confirm appropriate safe working loads and centre gravity using load charts and standard calculation rules prior to load moving

3.2 Perform load moving in accordance with the plan, acceptable safe work practices

3.3 Perform work safely at heights, within incomplete structures and/or in confined and enclosed spaces

3.4 Connect lifting gear to load to Australian standards and manufacturer’s specifications

3.5 Connect load to movement device using appropriate and certified equipment

3.6 Ensure stability of the load by application of load movement procedure, temporary bracing and/or load support appropriate to the task

3.7 Follow appropriate designers specifications during the placing and securing of the load

3.8 Dismantle and remove/restore load shifting equipment

3.9 Use standard communication signals are used in coordinating safe movement of the load

4. Clean up

4.1 Clear work area and dispose of, reused or recycle materials

4.2 Clean, check, maintain and store plant, tools and equipment

4.3 Apply work completion procedures, notify personnel of work completion

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

  • locates and applies relevant documentation, policies and procedures
  • implements requirements, procedures and techniques for the safe, effective and efficient completion of performing basic rigging including:
  • conducting risk assessment and implementing controls
  • erecting and dismantling, levelling, plumbing and stabilising associated plant and structures
  • works effectively with others to undertake and complete the performance of basic rigging that meets all of the required outcomes including:
  • checks and verifies work activity with client, load designer and others
  • communicating hazards and determining elimination or control of hazards
  • using a range of communication techniques and systems to convey instruction or information to others
  • provides end of work handover to relevant personnel
  • demonstrates consistent timely completion of basic rigging that safely, effectively and efficiently meet all of the required outcomes on a minimum of three (3) separate occasions including:
  • writing a preliminary rigging plan which must include the following points in detail:
  • confirmed details of rigging requirement
  • confirmed dimensions
  • site access and egress
  • suitability and availability of materials
  • tools and equipment
  • identification of potential hazards
  • control measures
  • identification of site coordination requirements
  • unless otherwise specified, rigging is to conform with the requirements of the National Occupational Health and Safety Certification Standards for Users and Operators of Industrial Equipment (NOHSC: 1006)
  • selecting and conducting pre and post operational inspection of equipment including:
  • plant
  • safety harnesses
  • fall arrest systems
  • communication equipment
  • installing and maintaining the following:
  • static lines and safety nets
  • perimeter safety screens and shutters
  • erection of the following:
  • material hoists
  • mast climbing personnel platforms
  • performing mathematical calculations for estimation and measurement of loads
  • using rope to attach tag lines using knots, bend and hitches including:
  • sheet bend
  • becket hitch
  • running bowline knot
  • double bowline knot
  • using ropes for splices and whipping techniques including:-
  • back splice
  • eye splice
  • short splice
  • common whipping
  • sailmakers whipping
  • west country whipping
  • movement and relocation of plant and equipment including:
  • slinging
  • loading
  • directing
  • moving
  • unloading

Knowledge Evidence

The candidate must demonstrate knowledge of performing basic rigging through:

  • National Standard for High Risk Work
  • site and equipment safety requirements
  • equipment characteristics, technical capabilities and limitations
  • operational and maintenance procedures
  • materials handling, storage and environmentally friendly waste management
  • Safe Working Load (SWL) and Working Load Limit (WLL)

Assessment Conditions

  • An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,
  • this unit is best assessed in the context of this sector’s work environment;
  • where personal safety or environmental damage are limiting factors, assessment may occur in a simulated environment provided it is realistic and sufficiently rigorous to cover all aspects of this sector’s workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills; and,
  • this unit must be assessed using Resources and Infrastructure Industry sector specific policies, procedures, processes and operational manuals; and,
  • assessor requirements differ between sectors as follows:
  • when assessing this unit in the context of the Drilling  sector:
  • an assessor must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through five (5) years of work in the Industry sector; or,
  • where a co-assessment or partnership arrangement exists between a qualified assessor and an Industry technical expert, the Industry technical expert can hold the unit being assessed, and/or demonstrate equivalency of skills and knowledge at the unit level. An Industry technical expert must also demonstrate a minimum of three (3) years of continuous work in the Industry sector, with the preceding one (1) year in the unit they are co-assessing; or,
  • when assessing this unit in the context of the Metalliferous Mining  sector:
  • an assessor must demonstrate the skills and knowledge of this unit through five (5) years of current and continuous work with the Industry sector and must hold the TAE Assessor Skill Set or equivalent; or,
  • when assessing this unit in the context of the Coal Mining  sector:
  • an assessor must demonstrate the skills and knowledge of this unit through twelve (12) month work experience in an Industry relevant to the skills being assessed within the last three (3) years; and,
  • where the assessor does not have current experience a co-assessment or partnership arrangement needs to exist between the qualified assessor and an Industry technical expert/ subject matter expert. The Industry technical expert/subject matter expert must demonstrate competency in the unit being assessed, and be currently working in the sector with a minimum of twelve (12) months’ work experience within the last three (3) years; or,
  • when assessing this unit in the context of the Extractive  sector
  • an assessor must demonstrate the skills and knowledge of this unit through five (5) years’ work experience in the Industry sector; and,
  • where the assessor does not have current experience a co-assessment or partnership arrangement needs to exist between the qualified assessor and an Industry technical expert/ subject matter expert. The Industry technical expert/subject matter expert must hold the unit being assessed and be currently working in the sector with a minimum of two (2) years’ of current work experience; or,
  • when assessing this unit in the context of the Civil Construction  sector
  • an assessor must demonstrate the skills and knowledge of this unit through five (5) years’ work experience in the Industry sector; and,
  • where the assessor does not have current experience a co-assessment or partnership arrangement needs to exist between the qualified assessor and an Industry technical expert/ subject matter expert. The Industry technical expert/subject matter expert must hold the unit being assessed and be currently working in the sector with a minimum of two (2) years’ of current work experience.
