This unit describes a participant’s skills and knowledge required to conduct earthworks in Civil Construction.

Elements and Performance Criteria
1. Plan and prepare work to conduct earthworks
|
1.1 Access, interpret and apply earthworks operations documentation and ensure the work activity is compliant
1.2 Obtain, read, interpret, clarify and confirm work requirements
1.3 Identify and address potential risks, hazards and environmental issues, and implement control measures
1.4 Select and wear correct personal protective equipment appropriate for work activities
1.5 Identify, obtain, confirm and implement signage requirements
1.6 Survey the work area for ease of access and movement of materials safely
1.7 Correctly identify compaction standards and testing requirements
1.8 Select and check for faults all plant, tools and equipment to carry out tasks

2. Set out sub-grade

2.1 Set out job to plan from survey controls
2.2 Establish profiles to line and level

3. Form earthworks
|
3.1 Inform plant operators of job requirements
3.2 Assess earthworks to ensure that the specified height is achieved, with allowances for the pavement courses and the overall dimensions
3.3 Monitor uniform layer thickness and moisture content to ensure consistency with specifications
3.4 Monitor stabilisation of existing material
3.5 Remove surface area protrusions to prevent damage to geo-synthetic material
3.6 Place geo-synthetic material

4. Place and compact sub-grade replacement materials

4.1 Identify, remove and store unsuitable material separately
4.2 Place imported replacement/stabilised material as specified
4.3 Inform roller operators of the required number of passes
4.4 Assess compaction process to ensure nominated number of passes are made to achieve uniform compaction across the subgrade

Performance Evidence
Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:
- locates and applies applicable documentation, policies and procedures
- implements the requirements, procedures and techniques for the safe, effective and efficient completion of earthworks including:
- accessing, interpreting and applying documentation relevant to conducting earthworks operations
- identifying and applying relevant specifications to all work activities
- identifying, addressing and reporting potential hazards and risks
- identifying, obtaining, confirming and implementing signage requirements
- selecting and checking for faults all plant, tools and equipment to carry out tasks
- surveying the work area for ease of access and movement of materials safely
- correctly identifying compaction standards and testing requirements
- identifying, addressing and reporting environmental issues and ground conditions
- works effectively with others to undertake and complete the conduct of earthworks that meets all requirements including:
- preparing for and organising work activities to meet all task requirements
- communicating clearly and concisely with others to receive and clarify work instructions
- using a range of communication techniques and aids to advise others of work activity and exclusion zones
- monitoring movements and hazards and identifying and communicating changes to the work environment during the work process
- demonstrates completion of conducting earthworks that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
- setting out sub-grade to plan
- forming earthworks by informing plant operators of job requirements
- assessing earthworks in progress
- monitoring thickness and moisture content
- monitoring stabilisation of existing material
- removing surface area protrusions and placing geo-synthetic material
- placing and compacting sub-grade replacement materials correctly
- clearing work area and disposing of, recycling or storing materials
- cleaning, checking, maintaining and storing plant, tools and equipment
- carry out specified earthworks to required procedures and standards
Knowledge Evidence
The candidate must demonstrate knowledge in conducting earthworks through:
- accessing, interpreting and applying organisation and site requirements and procedures for:
- identifying and managing risks
- identifying, addressing and reporting environmental issues
- setting up work activity
- site isolation, signage, erecting barriers and traffic control
- work health and safety
- managing waste
- selecting and checking for faults, tools and equipment to carry out tasks
- compaction standards and testing requirements
- general plant operations and capabilities
- carrying out work to specifications
- applying effective techniques for conducting earthworks
Assessment Conditions
- An assessor of this unit must satisfy the requirements of the NVR/AQTF or their successors; and Industry regulations for certification and licensing; and,
- this unit must be assessed in the context of this sector’s work environment; and,
- this unit must be assessed in compliance with relevant legislation/regulation and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed; and,
- assessment may be conducted in conjunction with the assessment of other Units of Competency; and,
- assessment must confirm consistent performance can be applied in a range of relevant workplace circumstances; and,
- assessors must demonstrate the performance evidence, and knowledge evidence as outlined in this Unit of Competency, and through the minimum years of current* work experience specified below in an Industry sector relevant to the outcomes of the unit; or,
- where the assessor does not meet experience requirements a co-assessment or partnership arrangement must exist between the qualified assessor and an Industry subject matter expert. The Industry subject matter expert should hold the unit being assessed (or an equivalent unit) and/or demonstrate equivalence of skills and knowledge at the unit level. An Industry technical expert must also demonstrate skills and knowledge from the minimum years of current work experience specified below in the Industry sector, including time spent in roles related to the unit being assessed; and,
- assessor and Industry subject matter expert requirements differ depending on the Australian Qualifications Framework Level (AQF) of the qualification being assessed and/or Industry Sector as follows:

*Assessors can demonstrate current work experience through employment within Industry in a role relevant to the outcomes of the Unit; or, for external assessors this can be demonstrated through exposure to Industry by conducting frequent site assessments across various locations.
