Application

This unit describes the skills and knowledge required to provide support at the blast site for underground shotfiring operations.

The unit applies to those working in site-based roles in the coal mining and metalliferous mining sectors.

Licensing, legislative, regulatory and certification requirements that apply to this unit can vary between States, Territories and industry sectors, and must be sourced from state jurisdictions prior to applying the unit.

1. Prepare to support shotfiring activities

1.1 Access, interpret and apply blasting documentation for allocated job, and ensure the work activity is compliant

1.2 Obtain, confirm and apply shotfiring requirements, shift briefings, handover details and/or work orders

1.3 Access, interpret and apply geological and survey data required to complete allocated job

1.4 Identify health, safety and environmental hazards, assess the risks, and implement control measures in line with workplace procedures

1.5 Locate, select and wear personal protective equipment required for work activities

1.6 Obtain and interpret emergency procedures and be prepared for fire/accident/emergency

1.7 Coordinate and communicate planned activities with others at the site prior to commencing work activity

2. Provide support at blast site

2.1 Establish, secure and isolate blast site

2.2 Ensure holes are drilled to authorised blast plan

2.3 Flush or clean and test drill holes

2.4 Follow appropriate precautionary measures relevant to ground conditions, including identifying reactive ores and using explosion inhibitor as required

2.5 Collect explosives and accessories, and identify and report deteriorated items

2.6 Transport explosives according to requirements and procedures

2.7 Remove from blast site equipment and facilities not required for loading

2.8 Load and stem explosives in line with workplace procedures

2.9 Monitor hazards, identify potential emergency situations, and respond appropriately to meet changing work conditions

3. Complete support activities

3.1 Complete muck out and/or final clean-up in line with workplace procedures

3.2 Assist with securing blast site after work activity is complete

Performance Evidence

The candidate must demonstrate the ability to complete the tasks outlined in the elements and performance criteria of this unit.

The candidate must demonstrate completion of supporting underground shotfiring at a blast site that safely, effectively and efficiently follows legislative requirements and workplace procedures to meet required outcomes on at least two occasions. This includes:

  • following preparation procedures to support shotfiring, including ventilation, barring down (scaling), and air or water services
  • securing and isolating blast site
  • identifying that drill holes are drilled to authorised design and blast plan
  • flushing or cleaning, and testing drill holes
  • following precautionary measures relevant to ground conditions, including identifying reactive ores and using explosion inhibitor as required
  • handling and transporting explosives
  • loading and stemming explosives
  • removing equipment and facilities not required from blast site
  • performing final clean-up
  • assisting with securing blast site.

In the course of the above work, the candidate must also:

  • locate and apply required documentation, policies and procedures
  • select and wear personal protective equipment required for work activities
  • plan for support shotfiring activities
  • identify and report deteriorated explosives and accessories, applying safe work practices
  • identify and report potential health, safety and environmental hazards, and implement control measures.

Knowledge Evidence

The candidate must demonstrate the following knowledge to effectively complete the tasks outlined in the elements and performance criteria of this unit.

Key policies, procedures, relevant standards, and legislative requirements for the underground shotfiring operations described in the performance evidence above, including those relating to:

  • site personnel and operational safety requirements
  • accessing explosives
  • transporting explosives
  • blast site isolation
  • working safely at heights
  • emergencies at blast site
  • safety data sheets
  • security of explosives
  • hazard identification and implementation of control measures
  • environmental requirements and constraints, including:
  • blast monitoring systems
  • gas monitoring methods and limits
  • flammable dust limits and controls
  • clean-up activities.

Key site information, including:

  • basic geological and technical data
  • site and ground conditions.

Key features associated with shotfiring performance, including:

  • types and characteristics of explosives, and protection measures
  • physical and technical quality of explosives
  • equipment characteristics, technical capabilities, limitations, and site conditions.

Assessment Conditions

Mandatory conditions for assessment of this unit are stipulated below.

The assessment must:

  • include access to:
  • explosives and shotfiring equipment
  • blast plans
  • personal protective equipment required for the activities described in the performance evidence
  • be conducted in a safe environment
  • be assessed in the context of this sector’s work environment
  • be assessed in compliance with relevant legislation and regulations; and using policies, procedures, processes and operational manuals directly related to the industry sector for which it is being assessed
  • confirm consistent performance can be applied in a range of relevant workplace circumstances.

Assessor requirements 

Assessors must be able to clearly demonstrate current and relevant industry knowledge and experience to satisfy the mandatory competency standards as set out in the Standards for Registered Training Organisations (RTOs) current at the time of assessment. This includes:

  • having knowledge of and/or experience using the latest techniques and processes
  • possessing a high level of RII training product knowledge
  • having understanding and knowledge of legislation and regulations relevant to the industry and to employment and workplaces
  • possessing formal industry and training qualifications to the level being assessed
  • demonstrating the performance evidence and knowledge evidence outlined in this unit of competency, and through the minimum years of current* work experience specified below in an industry sector relevant to the outcomes of the unit.

Where the assessor does not meet experience requirements, a co-assessment or partnership arrangement must exist between the qualified assessor and an industry subject matter expert. The industry subject matter expert should hold the unit being assessed (or an equivalent unit), and must also demonstrate skills and knowledge from the minimum years of current work experience specified below, including time spent in roles related to the unit being assessed.

Where this unit is being assessed outside of the resources and infrastructure sectors, assessor and/or industry subject matter expert experience should be in line with industry standards for the sector in which it is being assessed and, where no industry standard is specified, should comply with any relevant regulation.

*Assessors can demonstrate current work experience through employment within industry in a role relevant to the outcomes of the unit; or, for external assessors this can be demonstrated through exposure to industry by conducting frequent site assessments across various locations.
