Release 1. This is the first release of this unit of competency in the NWP National Water Training Package.

Application

This unit involves the skills and knowledge required to investigate trade waste incidents and non-compliances.

It includes identifying trade waste incident locations, investigating the cause and effect of trade waste incidents and identifying incident source and arranging rectification. It also includes compiling trade waste incident reports and conducting post incident monitoring to ensure ongoing compliance.

This unit applies to those working as trade waste officers or inspectors with a specific responsibility for investigating trade waste incidents, identifying the source of the problem, arranging corrective action and compiling comprehensive reports. Those undertaking this unit would work autonomously, usually with supervisory responsibilities, while performing complex tasks in a range of contexts.

Identify and confirm the location and cause of trade waste incidents and notify relevant stakeholders

Conduct inspections and sampling of incident locations and environs and analyse and report findings and results

Investigate the cause and effect of trade waste incidents

Identify and confirm the trade waste catchment for incident locations

Analyse the wastewater catchment for possible sources of unauthorised or illegal discharge and report to relevant personnel

Schedule inspections of potential sources of unauthorised or illegal discharge and make appropriate preparations

Assessment requirements

Release 1. This is the first release of this unit of competency in the NWP National Water Training Package.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and includes:

  • assessing environmental impact against appropriate industry standards
  • assessing the type and extent of incident impact
  • assessing wastewater treatment methods, processes, plant and equipment
  • completing incident reports for prosecutions
  • developing monitoring plans and coordinating measuring, testing and sampling activities
  • evaluating process and wastewater system inputs and outputs
  • identifying and analysing incident locations
  • identifying and evaluating trade waste producing processes
  • identifying and selecting appropriate corrective measures
  • identifying, confirming and analysing sources of trade waste catchment incidents
  • interpreting and applying legislation and policies applicable to trade waste
  • interpreting and evaluating sample analysis data
  • interpreting and reviewing hydraulic and site plans
  • investigating possible sources and identifying the instigators of the incidents
  • investigating the instigating organisations and negotiating rectification measures
  • planning and conducting investigations
  • using wastewater sampling and preservation techniques for onsite and laboratory testing

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and include knowledge of:

  • approval holder expectations and requirements
  • corrective measures relevant to approval holder base and associated risk
  • data records and report writing procedures
  • impact and interaction of pollutants and toxins
  • investigation procedures and techniques
  • personal protection and safety precautions for wastewater sampling including requirements for relevant inoculations
  • range of appropriate measuring, testing and sampling procedures
  • relevant enterprise policies for trade waste management
  • relevant legislation, industry standards and codes of practice
  • trade waste treatment methods and processes
  • water quality parameters of significance to the wastewater system
  • work health and safety legislation and requirements

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • relevant and appropriate materials, tools, equipment and personal protective equipment currently used in industry
  • applicable documentation including legislation, regulations, codes of practice, workplace procedures and operation manuals.
