Release 1. This is the first release of this unit of competency in the NWP National Water Training Package.

Application

This unit involves the skills and knowledge required to evaluate, implement and monitor high risk trade waste discharge approvals.

It includes managing trade waste approvals from large and complex industrial organisations. It also includes adhering to legislation, regulations, industry standards and workplace procedures.

This unit applies to those working as trade waste officers or inspectors with the responsibility for managing applications and approvals for high risk liquid trade waste discharges to wastewater collection systems. Those undertaking this unit would work autonomously while performing sophisticated tasks in a range of familiar contexts.

No licensing, legislative or certification requirements apply to unit at the time of publication.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and includes:

  • advising customers of the trade waste management policies and procedures in operation and of requirements for obtaining and complying with trade waste discharge approvals
  • assessing and evaluating applications for high risk trade waste treatment and disposal including the following factors:
  • concentration
  • discharges of prohibited substances
  • environmental issues
  • flow limits
  • local sewage issues
  • mass
  • assessing applications including:
  • applying approval conditions
  • communicating conditions with customers
  • assessing chemical storage
  • assessing proposed pre-treatment, monitoring and control systems
  • creating and maintaining customer database records
  • creating records and maintaining database containing customer records
  • estimating cost calculations for high risk trade waste disposal
  • identifying and evaluating trade waste producing processes
  • identifying and implementing non-compliance issues
  • identifying and reporting non-compliance of trade waste approvals
  • implementing charging and monitoring procedures
  • interpreting and applying legislation and policies applicable to trade waste
  • interpreting and reviewing hydraulic, architectural and site plans
  • scheduling and performing onsite inspections
  • using personal protective equipment for protection against physical, chemical and biological hazards

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria and includes knowledge of:

  • customer expectations and requirements
  • hydraulics and chemistry
  • industrial waste treatment methods and processes for high risk industrial organisations
  • investigation procedures
  • measuring, testing and sampling procedures
  • personal protection and safety precautions relevant for wastewater sampling
  • pollutant identification techniques
  • relevant formulae
  • relevant legislation, policies and procedures including:
  • environmental
  • sustainable practices
  • work health and safety
  • significant pollutants
  • wastewater collection, treatment and disposal systems
  • water quality parameters of significance to the wastewater system

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in suitable workplace operational situations. Where this is not appropriate, assessment must occur in suitable simulated workplace operational situations reflecting actual workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • relevant and appropriate materials, tools, facilities, equipment and personal protective equipment currently used in industry
  • applicable relevant documentation including workplace procedures, industry standards, equipment specifications, regulations, codes of practice and operation manuals.
