Release 1. This is the first release of this unit of competency in the NWP National Water Training Package.

Application

This unit involves the skills and knowledge required to develop and manage a dam safety inspection plan.

It includes developing operational procedures, reviewing status of inspection plans, consulting with personnel and stakeholders, developing inspection checklists and gathering historical dam construction maintenance information. It also includes adhering to relevant legislation, industry standards and workplace procedures.

This unit applies to those working as leaders with responsibility for developing and reviewing of dam safety and monitoring. Those undertaking this unit would work autonomously, leading staff, while performing sophisticated tasks in a range of familiar contexts.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all the requirements of the elements and performance criteria on at least one occasion and includes:

  • consulting with relevant personnel and stakeholders
  • developing a safety inspection plan
  • developing inspection checklists
  • developing operational procedures
  • identifying and analysing historical dam construction maintenance information
  • identifying and interpreting environmental and operational procedures and requirements
  • identifying, interpreting and assessing relevant information for developing the safety inspection plan including:
  • historical data
  • industry standards
  • legislation
  • maintenance history
  • workplace policies
  • identifying, interpreting and validating stakeholder requirements
  • identifying impacts on dam safety inspection planning
  • making recommendations for the implementation of the dam safety inspection plan
  • providing advice and guidance to personnel and stakeholders
  • reviewing status of dam safety inspection plan
  • reviewing the dam safety inspection plan and checklists

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and includes knowledge of:

  • dam construction maintenance historical information
  • dam safety inspection plans and inspection checklists
  • environmental and operational procedures and requirements
  • implementation procedures
  • inspection planning
  • relevant legislation, relevant operational personnel and stakeholders
  • relevant workplace policies and procedures
  • stakeholder requirements

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in suitable workplace operational situations. Where this is not appropriate, assessment must occur in suitable simulated workplace operational situations reflecting actual workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • relevant and appropriate materials, tools, facilities, equipment and personal protective equipment currently used in industry
  • applicable relevant documentation including workplace procedures, industry standards, equipment specifications, regulations, codes of practice and operation manuals.
