Application

This unit of competency defines the skills and knowledge required to determine the appropriate handling methods and storage of commercial fluids and gases greater than the quantities required by individuals to do their own jobs and applies to all containers used to store bulk fluids/gases.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Where the storage and handling of dangerous goods is a component of the application of this unit, users should check for relevant regulations and legislation with the appropriate authorities.

Determine job requirements

Safety and emergency procedures include the following: 

  • emergency procedures determined by organisational emergency response plan, and seeking advice from appropriately qualified and/or authorised personnel

Legislation , regulations and codes of practice include one (1) or more of the following: 

  • relevant jurisdictions WHS and dangerous goods acts and regulations
  • transport of dangerous goods code
  • industry codes of practice and standards

Storage conditions include the following: 

  • separation and segregation to legislative requirement and dangerous goods code

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy the requirements of the elements and performance criteria on at least two (2) occasions and include:

  • following work instructions, standard operating procedures (SOPs) and safe work practices
  • identifying and interpreting handling and storage instructions, labels, colour codes, signage and terminology, regulations and industry codes of practice and standards
  • communicating effectively with users of the materials and appropriately qualified and authorised authority
  • calculating quantities and filling/emptying applicable containers, as required
  • storing/handling bulk fluids and gases in accordance with storage conditions, including separation and segregation to legislative and dangerous goods code
  • following safety and emergency procedures as determined by organisational emergency response plan and seeking advice from qualified or authorised personnel, as required
  • completing all enterprise documentation in accordance with SOPs.

Knowledge Evidence

Evidence required to demonstrate the required knowledge for this unit must be relevant to and satisfy the requirements of the elements and performance criteria and include knowledge of:

  • safe work practices and procedures and use of personal protective equipment (PPE) for various substances
  • work health and safety (WHS) and dangerous goods acts and regulations, transport of dangerous goods code, industry codes of practice and standards, and relevant legislative requirements
  • organisation's emergency response plan
  • purpose and application of labels, colour codes and signage as applied to bulk fluids and gases
  • safety data sheets
  • procedures for filling and emptying storage containers
  • packaging requirements for dangerous goods
  • cleaning requirements for storage containers.

Assessment Conditions

  • Assessors must:
  • have vocational competency in handling/moving bulk fluids/gases at least to the level being assessed with relevant industry knowledge and experience
  • satisfy the assessor requirements in the Standards for Registered Training Organisations 2015 or its replacementand comply with the National Vocational Education and Training Regulator Act 2011, its replacementor equivalent legislation covering VET regulation in a non-referring state/territory as the case requires
  • Where possible assessment must occur in operational workplace situations. Where this is not possible or where personal safety or environmental damage are limiting factors, assessment must occur in a sufficiently rigorous simulated environment that reflects realistic operational workplace conditions. This must cover all aspects of workplace performance, including environment, task skills, task management skills, contingency management skills and job role environment skills
  • Conditions for assessment must include access to all tools, equipment, materials and documentation required, including relevant workplace procedures, product and manufacturing specifications
  • Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.
