Application
This unit of competency describes the skills and knowledge required to apply work planning and organising principles when undertaking defined single or multiple scheduled and unscheduled aviation maintenance tasks that involve one or more individuals.
The unit applies to a range of work activities performed under routine supervision in a range of workplaces, including flight lines, aprons, hangars, and component workshops. It is used in workplaces that operate under the airworthiness regulatory systems of the Australian Defence Force (ADF) and the Civil Aviation Safety Authority (CASA) during scheduled and unscheduled maintenance.
This unit forms part of the CASA requirement for maintenance certification licences under Civil Aviation Safety Regulation (CASR) Part 66. Where a CASA licensing outcome is sought, users must refer to the licensing provisions in the MEA Aeroskills Companion Volume Implementation Guide.

Performance Evidence
There must be evidence the candidate has completed the tasks outlined in the elements and performance criteria of this unit, which must include the ability to:
- under routine supervision, plan and organise the steps required for one scheduled or one unscheduled aircraft maintenance activity involving more than one person in line with work health and safety (WHS) regulations and requirements; and, during the course of the activity:
- identify and review information relating to the work activity from a range of industry manuals, industry and enterprise regulations, and industry documentation
- apply WHS regulations and precautions specific to the work activity and to others working in the vicinity of planned work activity, particularly with regard to electricity, gases (especially oxygen), oils, and chemicals
- ensure safe and appropriate sequencing of tasks, and the use of safety data sheets (SDS)
- apply human factors in planning maintenance activity
- integrate planning and organising processes in conjunction with other personnel in the workplace and service-specific procedures
- record planning and progress of above activity according to industry standards and organisational requirements.
Knowledge Evidence
There must be evidence the candidate has knowledge of:
- key principles for planning and organising scheduled or unscheduled aviation maintenance work described in the performance evidence
- key industry standards and organisational requirements and procedures relating to planning and organising the aviation maintenance work described in the performance evidence, including those detailed in:
- aircraft publications
- maintenance regulations, orders, and manuals
- industry standards
- organisational procedures and practices
- nature and impact of human factors affecting the safe and effective performance of maintenance on aircraft and aircraft components
- WHS regulations and precautions specific to the work activity described in the performance evidence, including procedures for using SDS
- communication processes required in planning tasks to ensure safe and effective work activity with other involved personnel
- types of servicing performed on aircraft, including scheduled and unscheduled maintenance activities, and their impact on planning aviation work activity
- aircraft reference numbering systems as an aid to organising effective work activity in terms of related tasks and inspection and servicing zones
- relationship between broader planning and organising requirements and service-specific procedures.
Assessment Conditions
The following conditions of assessment represent the requirements of the regulators (Australian Defence Force [ADF] and Civil Aviation Safety Authority [CASA]) and maintenance stakeholders, and must be rigorously observed.
Competency must be assessed in the work environment or by use of simulated activities, covering planning and organising situations applicable in the aircraft maintenance environment.
This unit must be related in its assessment and application to all other units, particularly those that apply to the actual maintenance of aircraft.
The candidate must have access to:
- industry standards and organisational requirements and procedures relating to planning and organising the aviation maintenance work described in the performance evidence, including:
- aircraft publications
- maintenance regulations and orders
- industry standards
- organisational procedures and practices
- WHS regulations and precautions
- at least one other person with whom to liaise during the planning of the aircraft maintenance activity described in the performance evidence
- communication equipment specific to maintenance activity requirements.
Candidate capability of providing the required performance and knowledge evidence must be established via the records in the Log of Industrial Experience and Achievement or, where appropriate, an equivalent Industry Evidence Guide (for details refer to the Companion Volume Implementation Guide).
Assessors of this unit must satisfy the assessor requirements in applicable vocational education and training legislation, frameworks and/or standards.
Where the unit is to be used for CASA licensing purposes the assessor must also meet the criteria specified in the CASR Part 147 Manual of Standards.
