This unit involves the skills and knowledge required to communicate effectively with others involved in mooring operations.

This unit applies to people working in the maritime industry as a Linesperson.

Prepare to communicate with others  

1.1 

Work health and safety (WHS)/occupational health and safety (OHS) procedures are followed

Radios including portable radios and other communication equipment are checked prior to mooring and unmooring in accordance with workplace procedures

1.3 

Batteries are checked to confirm they are operational and fully charged in accordance with manufacturers’ specifications

1.4 

Radios and portable radios are set to operate on channels required for mooring and unmooring and confirmed as functioning correctly in accordance with workplace procedures and manufacturers’ specifications

1.5 

Workplace procedures and risk assessments are identified and accessed as required

1.6 

Faulty equipment is reported, tagged out and replaced following workplace procedures

Communicate with others 

2.1 

Methods used to communicate with crews on vessels are in accordance with workplace procedures and international hand signals

2.2 

Clear and concise communication is used, and appropriate action is taken to confirm others have interpreted the communication correctly

Radio communication is conducted in accordance with workplace procedures and Standard Marine Communication Phrases (SMCP) protocols

2.4 

Safety concerns and risks are promptly and clearly communicated to pilot and mooring team prior to and during, mooring operations

Due care is taken when using radio communication equipment, so as not to interfere with operational communication between tug crews and pilot of vessel

Foundation skills essential to performance are explicit in the performance criteria of this unit of competency.

Range is restricted to essential operating conditions and any other variables essential to the work environment.

This unit replaces and is equivalent to MARE002 Communicate during mooring and unmooring activities.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements, performance criteria and range of conditions on at least one occasion and include:

• applying relevant work health and safety (WHS)/occupational health and safety (OHS) requirements and work practices
• checking functioning of radios and communications equipment
• communicating effectively using workplace procedures and Standard Maritime Communication Phrases (SMCP) when mooring and unmooring a vessel
• complying with relevant maritime regulations and International Maritime Organization (IMO) Conventions and Codes, as they apply to mooring operations
• following all orders carefully and systematically
• following port and vessel security procedures
• following work instructions
• identifying and correctly using various types of radios and other relevant communications equipment
• initiating timely action in response to defects or damage
• interpreting and following procedures for communicating with others during mooring operations
• recognising and responding appropriately to cultural differences in the workplace
• recognising problems that may occur when communicating with others during mooring operations and taking appropriate action to report and resolve these problems
• taking proper care of radios, hand held radios and communications equipment
• testing and recharging batteries used in radios and other communications equipment.

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements, performance criteria and range of conditions and include knowledge of:

• basic principles and procedures for marine radio communication:

• at a range of shore-side terminals and wharves
• by day or night
• in normal and emergency situations
• under any permissible conditions of weather

• communications techniques and equipment required during mooring operations, including protocols for radio use
• correct use of handheld marine radio
• factors that affect communication during mooring operations, such as effects of noise, faulty equipment, discharged batteries, wind, weather and language barriers
• methods of visual contact and hand signals
• operational characteristics of different types of radios and other forms of communications equipment used in mooring operations
• radio calling and replying procedures including repeating instructions and in the order they were given
• relevant manufacturer instructions relating to use of radios and other communications equipment
• relevant maritime and radio communications regulations including Standard Maritime Communication Phrases (SMCP)
• relevant maritime regulations and International Maritime Organization (IMO) Conventions and Codes, as they apply to mooring operations
• relevant port and vessel security procedures, including operating radio communications channel instructions
• relevant WHS/OHS codes of practice, policies, and procedures.

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Assessment must occur in workplace operational situations, where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions.

Resources for assessment must include access to:

• applicable documentation such as legislation, regulations, codes of practice, workplace procedures and operational manuals
• tools, equipment, machinery, materials and personal protective equipment currently used in industry
