This is the first release of this unit in the new standards format.

Application

This unit describes the skills and knowledge required to interpret and implement WHS and environmental care (SHE) policies and procedures. Implementation of these policies involves controlling hazards and following established and emergency procedures.

The unit applies to those working in a broad range of job roles across the forestry and wood products industry.

No licensing, legislative or certification requirements at the time of publication.

PERFORMANCE CRITERIA 

Elements describe the essential outcomes.

Performance criteria describe the performance needed to demonstrate achievement of the element. Where bold italicised text is used, further information is detailed in the range of conditions.

1. Apply SHE practices

1.1 Identify safety, health and environmental policies and procedures policies and procedures.

1.2 Identify and assess organisational environmental goals.

1.3 Monitor environmental measures.

1.4 Perform tasks in a safely, legally and in accordance with organisational SHE policies and procedures.

1.5 Organise duties, equipment and materials in line with SHE requirements and organisational procedures.

2. Assess and control risks

2.1 Identify and assess SHE issues and hazards in the work area.

2.2 Address issues and control hazards, or escalate issue where necessary.

2.3 Analyse and improve work practices to address SHE issues.

2.4 Complete SHE, hazard, environmental or incident reports in line with organisational procedures.

3. Follow emergency procedures

3.1 Identify and contact appropriate personnel in an emergency.

3.2 Follow workplace procedures for dealing with own safety, safety of others, environmental incidents, accidents, and emergencies within scope of responsibilities.

3.3 Practise, implement and record emergency and evacuation procedures as required.

3.4 Record and report SHE incidents in line with workplace procedures.

4. Implement environmental procedures

4.1 Identify and assess organisational environmental goals

4.2 Implement training and operational controls in line with workplace procedures

4.3 Monitor environmental measures and take corrective action if required in line with workplace procedures.

4.4 Integrate care for the environment into all day-to-day activities.

Replaces equivalent unit FPICOR3201B Implement safety, health and environmental policies and procedures, which was first released with FPI11 Forest and Forest Products Training Package Version 2.2. This is the first release of this unit in the new standards format.

Assessment requirements now specify the performance and knowledge evidence, as well as assessment conditions for this unit of competency. These sections simplify and replace components used in the previous unit format, including Required Skills and Knowledge, Evidence Guide and Range Statement

Performance Evidence

A person demonstrating competency in this unit must satisfy all of the elements, performance criteria and foundation skills of this unit.  If a specific volume or frequency is not stated below, then evidence must be provided that the following requirements have been performed on at least one occasion:

  • follow applicable legal and regulatory requirements, and codes of practice related to safety, health and the environment
  • interpret and implement SHE policies
  • identify environmental hazards and equipment faults and demonstrate appropriate response procedures manage environmental hazards
  • follow emergency procedures
  • record and report SHE incidents.

Knowledge Evidence

A person competent in this unit must be able to demonstrate knowledge of:

  • organisational and site standards, requirements, policies and procedures for the implementation of SHE policies and procedures
  • environmental risks and hazard identification
  • processes for the assessment and control of risks
  • emergency procedures
  • environmental protection requirements
  • principles of environmental sustainability:
  • waste management
  • recycling and reuse
  • emissions control
  • energy efficiency
  • procedures for recording and reporting :
  • hazards
  • incidents
  • equipment malfunctions
  • controls for :
  • air emissions
  • solid and hazardous wastes
  • contamination of land
  • noise
  • odour
  • dust
  • traffic
  • water discharges
  • energy use
  • raw material and resource use
  • hazardous material storage and handling.

Assessment Conditions

The following resources must be made available:

  • policies and procedures relevant to implementing safety, health and environmental policies and procedures
  • personal protective equipment
  • recording tool for incidents and hazards

Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting.

Assessor requirements 

Assessors must:

  • hold the appropriate assessor competency standards as outlined in regulations; and
  • be able to demonstrate vocational competencies at least to the level being assessed; and
  • be able to demonstrate how they are continuing to develop their VET knowledge and skills as well as maintaining their industry currency and assessor competence.
