Unit Descriptor

This unit covers the competency required to control military teams involved in military explosive ordnance operations.

Application of the Unit

This competency normally applies to the individual who is required to control military teams involved in military explosive ordnance operations .

The individual is required to plan the explosive ordnance task, apply the appropriate work health and safety (WHS) requirements and safety precautions, identify requirements and resources, and control the performance of the task.

Military explosive ordnance tasks are normally conducted on operations, they can however be conducted in peacekeeping, in support of the civilian community/ authority and also in training.

1. Identify operational requirement and allocated resources 

1.1 Operational tasks , resources allocated , constraints imposed and any special requirements are determined

1.2 Doctrine , policies and procedures  including issues of concern and shortfall applying to the task are identified

1.3 Identified problems are reported to the chain of command  in accordance with procedures and instructions

2. Plan for operation 

2.1 Method of performing the operation is planned addressing the guidance and the resources provided and required for the task, including contingency arrangements

2.2 Information and intelligence  is gathered and reconnaissance is conducted

2.3 Liaison is effected with neighbouring/support operations/units

2.4 Resource shortfalls are identified and alternatives and/or consequential action is included in the plan

2.5 Materials required are identified, acquired and assessed for suitability against current instructions, policies and procedures, with defects/shortfalls being reported in accordance with procedures

2.6 Elements to perform the operation are identified, advised and orders  on the tasks are issued

2.7 WHS  policies/safety precautions addressing the operation are identified and applied in all associated activities

3. Control the operation 

3.1 Operation is controlled and monitored to ensure efficiency of performance and objective are achieved

3.2 Operation is coordinated with other concurrent operations and neighbouring/support activities/units as required, reallocating/adjusting resources to meet operational needs

3.3 Communications with higher/controlling levels are maintained as required

3.4 Reported problems are actioned in accordance with procedures and instructions

3.5 Requested support is either provided or requested in accordance with current procedures

4. Conclude processes 

4.1 Operation is documented in accordance with current instructions and procedures

4.2 Debriefing is conducted as appropriate with the elements involved in the operation and higher levels/other organisations are informed of relevant matters

4.3 Future operations are adjusted to reflect any impact of the completed operations

Competency should be assessed in the workplace or in a simulated work environment, in accordance with all relevant legislation and Defence requirements.

Method of assessment 

In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision and/or mentoring, which is typically recorded in a competency workbook.

Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment.

Assessment may occur in an operational environment or in an industry-approved simulated work environment. Forms of assessment that are typically used include:

  • direct observation
  • interviewing the candidate
  • journals and workplace documentation
  • third party reports from supervisors
  • written or oral questions

Military explosive ordnance operations  may be:

  • Initiated by orders
  • Operations in support of other defence service/activities
  • Operations in support of formal requests from the civil authorities
