Application
This unit describes the performance outcomes, skills and knowledge required to plan close proximity fireworks displays based on client briefs.
The unit applies to those who work autonomously in a team environment as they take responsibility for planning and designing displays based on client briefs and ensuring that persons involved in displays are properly trained. They may be responsible for supervising others.
Licensing and legislative requirements apply to this unit but vary according to state/territory jurisdictions.
Completion of this unit does not automatically qualify a person to obtain a licence to operate in any Australian state or territory.
Users are advised to check with the relevant licensing authority and work within the requirements and guidelines set down by those authorities.
This unit is closely based on work completed by the Queensland Department of Natural Resources and Mines.

Performance Evidence
The candidate must demonstrate the ability to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including evidence of the ability to:
- design, plan and document a complete close proximity fireworks display according to at least two different client briefs.
In the course of the above, the candidate must:
- identify fireworks that are faulty or not quality assured
- take account of different technical and creative issues when developing proposals for clients
- develop:
- a safety management system that includes operational and emergency procedures
- organisational policy in relation to close proximity fireworks displays
- a quality system for providing fireworks displays
- organisational procedures for purchasing, transporting, storing and handling fireworks
- communicate effectively in a negotiation with client about requirements.
Knowledge Evidence
The candidate must be able to demonstrate knowledge to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including knowledge of:
- issues and challenges that typically arise when planning close proximity fireworks displays, and strategies to resolve them
- issues that need to be addressed in safety management systems
- current industry practices that must be considered when operating close proximity fireworks displays
- main issues addressed in state or territory codes of practice in relation to risk and systems management
- legislative requirements in relation to purchasing, transporting, storing and handling fireworks
- licensing requirements that relate to the operation of fireworks displays
- public liability and workers’ compensation requirements in relation to operating fireworks displays
- legislative requirements in relation to planning, designing and obtaining approval for conducting fireworks displays
- commonly used fireworks that include cold sparks
- statutory requirements and current industry best practice in relation to the operation of close proximity fireworks displays.
Assessment Conditions
Skills in this unit must be demonstrated in a workplace or simulated environment where the conditions are typical of those in a working environment in this industry.
This includes:
- applicable legislative, administrative, and specific technical material and prescribed forms and documents
- a set of client needs to develop a fireworks display brief
- a typical client brief for planning a fireworks display.
Significant health and safety issues impact on the delivery and assessment of skills in close proximity pyrotechnics. Assessment of these skills must therefore be undertaken in consultation with state or territory licensing authorities. Assessors must be aware of, and consult with authorities on matters regarding, safety of personnel, safety of crowds and spectators, storage and transportation of pyrotechnic materials, and risks associated with venue conditions. Assessors may need to meet additional requirements where stipulated by state or territory regulations.
Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards.
