Application

This unit describes the performance outcomes, skills and knowledge required to apply correct handling and safety procedures when setting up, operating and dismantling close proximity fireworks displays.

The unit applies to those who work autonomously in a team environment as they take responsibility for managing risk and emergency procedures at fireworks displays, leading work teams, and communicating procedures and requirements to all persons involved in close proximity fireworks displays.

Licensing and legislative requirements apply to this unit but vary according to state/territory jurisdictions.

Completion of this unit does not automatically qualify a person to obtain a licence to operate in any Australian state or territory.

Users are advised to check with the relevant licensing authority and work within the requirements and guidelines set down by those authorities.

This unit is closely based on work completed by the Queensland Department of Natural Resources and Mines.

1. Prepare for close proximity fireworks displays

1.1 Identify close proximity fireworks display requirements in consultation with required personnel

1.2 Discuss issues associated with the use and operation of fireworks for displays with required personnel

1.3 Establish manual and electric firing techniques for fireworks in line with current industry practices

1.4 Identify fireworks material from physical features and markings

1.5 Follow procedures for the transport and storage of fireworks material according to state or territory regulatory requirements

1.6 Follow procedures to address health, safety and emergency services issues regarding ventilation, air quality, smoke detectors, visibility and other automated system controls

2. Set up close proximity fireworks displays

2.1 Determine the composition of fireworks and their suitability for close proximity spaces

2.2 Establish and manage exclusion zones and control measures for sites

2.3 Implement statutory and risk managed site safety measures

2.4 Supervise the set-up of equipment and fireworks according to safety management systems

2.5 Monitor internal environmental factors to ensure safety

3. Operate fireworks

3.1 Commence immediate pre-display activities relating to health and safety according to state or territory regulatory requirements

3.2 Initiative fireworks in line with current industry practices and safety standards

3.3 Maintain control of displays through monitoring and supervision of others as required

3.4 Identify problems and take action as required

3.5 Supervise operations in ways that foster cohesion in the work team

4. Finalise work operations

4.1 Clean up and return venues to owners in original condition

4.2 Complete other post-display activities and documentation as required

4.3 Evaluate effectiveness of operations and safety measures and note areas for improvement n consultation with required personnel

Performance Evidence

The candidate must demonstrate the ability to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including evidence of the ability to:

  • operate close proximity fireworks displays according to at least two different client requirements.

In the course of the above, the candidate must:

  • identify fireworks that are faulty or not quality assured
  • select and use fuses and manually initiate fireworks in a safe manner
  • select, test and ignite fireworks with electric initiation equipment
  • select and use securing devices
  • apply procedures for:
  • controlling unwanted ignitions and environmental changes
  • managing sites and crowds
  • lead a work team during at least one close proximity fireworks display
  • operate close proximity fireworks displays in a safe manner by:
  • taking account of dangers and safety issues associated with preparing fireworks on-site and off-site
  • continuously assessing risks
  • implementing additional control measures when required
  • complete post-display activities.

Knowledge Evidence

The candidate must be able to demonstrate knowledge to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including knowledge of:

  • meaning of exclusion zones, and the reasons for establishing them for close proximity fireworks displays
  • issues that need to be addressed in safety management systems
  • current industry practices that must be considered when operating close proximity fireworks displays
  • technical issues with fireworks and associated equipment that potentially affect their safe use
  • potential risk factors to be taken into account when operating close proximity fireworks displays and strategies to minimise those risks, and if necessary, resolve them
  • commonly used fireworks that include cold sparks
  • control systems used to operate fireworks displays
  • statutory requirements and current industry best practice in relation to the operation of close proximity fireworks displays.

Assessment Conditions

Skills in this unit must be demonstrated in a workplace or simulated environment where the conditions are typical of those in a working environment in this industry.

This includes access to:

  • display planning documentation
  • a selection of fireworks and equipment (display site hardware), including examples of faulty, misfired, damaged fireworks and equipment and/or simulated representations of them
  • a selection of electrical firing equipment
  • typical work procedures for a specific display (as would be presented by a contractor)
  • a suitable non-display site location, such as a workshop for practical demonstration and use of equipment, including electrical firing equipment
  • a suitable display site
  • applicable display approvals from the administering authority
  • applicable legislative, administrative, specific technical material and prescribed forms and documents
  • actual or simulated malfunctions that cause abnormal clean-up activities
  • personal record-keeping book.

Significant health and safety issues impact on the delivery and assessment of skills in close proximity pyrotechnics. Assessment of these skills must therefore be undertaken in consultation with state or territory licensing authorities. Assessors must be aware of, and consult with authorities on matters regarding, safety of personnel, safety of crowds and spectators, venue, storage and transportation of pyrotechnic materials, and internal space conditions. Assessors must meet any additional requirements stipulated by state or territory regulations.

Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards.
