Application

This unit describes the performance outcomes, skills and knowledge required to integrate legislative requirements into the operation of fireworks display to ensure the safety and health of workers and the general public. It involves determining different regulatory requirements, establishing risk control procedures, managing emergency situations and training other personnel.

The unit applies to those who work autonomously in a team environment as they take responsibility for identifying hazards and mandatory requirements, managing risk and emergency procedures, and communicating safety and health requirements to all those involved in fireworks displays. They may also be responsible for supervising others.

Licensing and legislative requirements apply to this unit but vary according to state/territory jurisdictions.

Completion of this unit does not automatically qualify a person to obtain a licence to operate in any Australian state or territory.

Users are advised to check with the relevant licensing authority and work within the requirements and guidelines set down by those authorities.

This unit is closely based on work completed by the Queensland Department of Natural Resources and Mines.

Performance Evidence

The candidate must demonstrate the ability to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including evidence of the ability to:

  • supervise a work group during at least two different fireworks displays.

In the course of the above, the candidate must:

  • recognise and report hazards to designated personnel during fireworks display
  • supervise operations during fireworks display
  • apply procedures for assessing and controlling risks to safety associated with hazards, according to the hierarchy of control measures
  • communicate effectively about hazards and risks in the workplace to all required personnel
  • comply with legislation, procedural requirements and licensing provisions related to the operation of fireworks displays.

Knowledge Evidence

The candidate must be able to demonstrate knowledge to complete the tasks outlined in the elements, performance criteria and foundation skills of this unit, including knowledge of:

  • issues and challenges that typically arise when managing health and safety at fireworks displays, and strategies to address them
  • impact of legislation and statutory requirements on business operations with regard to safety and health issues associated with fireworks displays
  • public liability and workers compensation requirements in relation to operating fireworks displays
  • process for identifying and controlling hazards associated with fireworks displays
  • relationship between fireworks legislation and organisational management, systems and procedures
  • hierarchy of control measures associated with fireworks displays
  • different types of commonly used fireworks that include cold sparks
  • characteristics and composition of work groups and other persons associated with fireworks displays.

Assessment Conditions

Skills in this unit must be demonstrated in a workplace or simulated environment where the conditions are typical of those in a working environment in this industry.

This includes access to:

  • legislative, administrative, and specific technical material and prescribed forms and documents
  • typical work procedures, safety management systems, emergency plans, quality systems and case study scenarios
  • a suitable work area to conduct risk control or desktop emergency exercises
  • personal record-keeping book
  • specific assessment requirements as identified by local licensing authorities.

Those seeking to assess competency in this unit must consult with the relevant state or territory licensing authority, and work within the requirements and guidelines set down by those authorities.

Significant health and safety issues impact on the delivery and assessment of skills in pyrotechnics. Assessment of these skills must therefore be undertaken in consultation with state or territory licensing authorities and customised according to the specific fireworks (outdoor, close proximity and/or special effects).

Assessors must be aware of, and consult with authorities on matters regarding, safety of personnel; safety of crowds and spectators; storage and transportation of pyrotechnic materials; and weather, site and venue conditions. Assessors may need to meet additional requirements where stipulated by state or territory regulations.

Assessors of this unit must satisfy the requirements for assessors in applicable vocational education and training legislation, frameworks and/or standards.
