Application

This unit describes the skills and knowledge required to identify offender escort requirements, prepare to escort, and escort offenders.

This unit applies to those working in roles supervising secure transport of offenders in transport vehicles. Working as part of a coordinated team is integral to the role.

An individual undertaking this role works with moderate support, drawing upon familiar support resources and direction from colleagues.

The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to, particularly those related to prisoner transport.

Licencing, legislative or certification requirements may apply to this unit and may vary across states and territories. Users are required to check with the relevant jurisdiction for current requirements before undertaking this unit.

Identify offender escort requirements 

1.1 

Check and confirm the requirements for escorts and organise resources and equipment according to escort plan and duty instructions

1.2 

Identify individual needs requiring additional resources, and request adjustments to escort plans

1.3 

Ensure all information relevant to the escort is gathered and shared with the escort team

1.4 

Conduct security search of the vehicle in accordance with organisational requirements

1.5 

Complete vehicle inspection to ensure capability to complete the escort

1.6 

Check and confirm itinerary and route against movement plans and individual needs and adjustments

Prepare offenders for escort 

2.1 

Check and confirm the identification of all offenders to be escorted against authorised information

2.2 

Check and confirm offender property, files, security equipment and all resources needed to accompany prisoners

2.3 

Confirm the classification and conditions of offenders and note any individual needs

2.4 

Search prisoners according to procedures, taking account of prisoner’s gender, health and safety requirements

2.5 

Provide clear, accurate information to offenders to address concerns and problems and promote cooperation

Advise relevant stakeholders of offender movements and complete necessary records

2.7 

Apply restraints in accordance with assignment instructions and legal requirements

Escort offender 

3.1 

Monitor the safety and welfare of offenders during transport and authorised activities using vehicle surveillance equipment and dynamic security methods

3.2 

Maintain communication with control room and locations in accordance with escort plan and duty instructions

3.3 

Use conflict management strategies to minimise risk to safety and welfare, disruption to the itinerary and escalation of conflict

3.4 

Ensure response to accidents, injuries, damage, and incidents maintains the safety, security and welfare of staff, offenders and the public

3.5 

Report incidents promptly according to the nature and urgency of the incident

3.6 

Complete reports and documentation in the format and time required

3.7 

Transfer offenders, property, and files to receiving agencies to ensure the continuation of care and security

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least two occasions and include:

  • using communication to manage behaviour and cooperation of offenders
  • using a range of communication strategies
  • checking and storing the property of offenders according to regulations and procedures
  • processing information that is required for the escort process
  • applying and removing restraints in accordance with organisational requirements
  • following escorting procedures and formations
  • carrying and using defensive equipment in accordance with organisational instruction
  • maintaining respect, dignity, and human rights principles
  • searching offenders, vehicles, and locations in accordance with requirements
  • completing reports and documentation.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

  • operating procedures, regulations, and requirements regarding escorting offenders
  • offender information management system
  • procedures and code of conduct relating to the use of restraint and force
  • duty of care
  • human rights principles
  • safety and security equipment when escorting offenders
  • emergency procedures that relate to escorting offenders
  • general vehicle inspection procedures
  • reporting requirements.

Assessment Conditions

Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment.

Assessment must occur in workplace operational situations. Where this is not appropriate, assessment must occur in simulated workplace operational situations that reflect workplace conditions.

Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate.

Resources for assessment must include access to:

  • a range of relevant exercises, case studies and/or simulations
  • acceptable means of simulation assessment
  • applicable documentation, including workplace procedures, regulations, codes of practice and operation manuals
  • relevant materials, tools, equipment and PPE currently used in industry.
