Unit of competency

Modification History

Release 1

This version first released with CPP Property Services Training Package Release 12.0.

This unit supersedes and is equivalent to CPPSIS5031 Plan spatial data collection.

Application

This unit specifies the skills and knowledge required to develop and document a spatial data collection plan that meets client specifications. It includes analysing project specifications and client instructions to evaluate and determine appropriate data acquisition and collection options. It also includes assessing the technical, financial, legal and resource implications of the project in order to select the preferred collection options.

This unit is suitable for skilled surveying technicians and skilled spatial information system (SIS) technicians who use a broad range of cognitive, technical and communication skills to select and apply methods and technologies to analyse information and provide solutions to sometimes complex surveying/spatial information problems.

The unit supports those who work in a surveying or spatial information services team in areas such town planning, civil construction, mining, engineering, health, agriculture and defence.

All work must be carried out to comply with workplace procedures, in accordance with relevant state/territory regulations that govern surveying work, as well as work health and safety (WHS) legislation and regulations that apply to the workplace.

Cadastral surveying must be undertaken under the supervision of a registered surveyor. Users must check with the relevant regulatory state/territory authority before delivery.

No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria

Elements describe the essential outcomes.

Performance criteria describe what needs to be done to demonstrate achievement of the element.

1

Scope spatial data acquisition.

1.1

Clarify client instructions and analyse project specifications according to organisational requirements.

1.2

Identify and record data acquisition requirements and constraints in consultation with appropriate persons and according to project requirements.

1.3

Conduct research to identify appropriate sources of spatial data.

1.4

Interpret and apply obligations detailed in contracts, agreements, memorandums of understanding and licences.

2

Evaluate collection options.

2.1

Review the technical, financial, legal and resource implications of available collection options to confirm they meet project specifications.

2.2

Select a preferred spatial data collection method for inclusion in the plan based on evaluation of available options.

2.3

Document the evaluation process according to organisational requirements.

3

Develop collection plan.

3.1

Gather information on spatial data collection specifications, deliverables, constraints and principal work activities and document in a plan.

3.2

Incorporate identified risks, risk control measures, contingencies and resources, as well as technology and techniques to be used to collect spatial data plan.

3.3

Apply contingency measures and risk management strategies to the planning process.

3.4

Specify in the plan industry-accepted methods to verify the validity and integrity of required spatial data.

3.5

Finalise and communicate plan to appropriate persons according to organisational requirements.

Foundation Skills

Foundation skills essential to performance are explicit in the performance criteria of this unit of competency.

This version first released with CPP Property Services Training Package Release 12.0.

This unit supersedes and is equivalent to CPPSIS5031 Plan spatial data collection.

Performance Evidence

To demonstrate competency a candidate must meet the elements and performance criteria of this unit by developing and documenting a spatial data collection plan that meets client specifications for two different projects.

Knowledge Evidence

To be competent in this unit a candidate must demonstrate knowledge of:

  • key features of spatial reference systems
  • methods for assessing and validating spatial datasets and dataset sources
  • technical descriptions of spatial data and their qualifiers
  • spatial data capture methodologies
  • spatial data formats and structures
  • industry-accepted methods for assessing validity and integrity of spatial data
  • principles of risk management relating to collecting spatial data
  • purpose and use of metadata:
  • availability
  • conditions of use
  • coordinate system
  • currency
  • custodian
  • data accuracy
  • data description
  • date of acquisition
  • licence
  • quality
  • source
  • spatial data acquisition methodologies
  • version control
  • legislative requirements for accessing, storing, retrieving and archiving digital and hard copy spatial data, including data privacy, copyright and licensing.

Assessment Conditions

Assessors must satisfy the requirements for assessors contained in the Standards for Registered Training Organisations.

Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting where these skills and knowledge would be performed.

Candidates must have access to:

  • computer with appropriate software
  • organisational procedures relating to data privacy, copyright and licensing.
