Application

This unit of competency specifies the skills and knowledge required to conduct routine monthly, six-monthly and yearly inspections and testing of fire extinguishers and fire blankets at client premises. Service activities are conducted in compliance with requirements of the National Construction Code (NCC) and schedules specified in the relevant Australian Standards.

The unit does not cover the completion of annual statements.

The unit is suitable for those with basic skills and knowledge undertaking routine work tasks under the direction of more experienced workers.

Licensing, legislative, regulatory or certification requirements apply to this unit of competency in some states and territories. For further information, check with the relevant regulatory authority.

Plan and prepare for service operation.

1.1

Read work instructions to clarify service timeframes, client needs, and site and equipment locations.

1.2

Discuss planned service procedures with relevant persons to clarify client needs and expectations.

1.3

Plan work activities to comply with relevant Australian Standards, NCC, regulatory, work health and safety (WHS) and workplace requirements.

1.4

Identify potential and actual breaches of rules and regulations associated with work instructions and take required action to ensure compliance according to regulatory and workplace requirements.

1.5

Select and use required spare parts, tools and equipment, including personal protective equipment (PPE).

1.6

Arrange access to worksite and communicate with responsible entity and affected persons to advise duration and impact of planned service procedures and to ensure alternative safety arrangements are implemented.

1.7

Identify and prepare to control hazards in the work area according to workplace requirements.

Inspect and test fire extinguishers.

2.1

Inspect and test fire extinguishers according to maintenance schedules of relevant Australian Standards.

2.2

Perform permitted minor replacements or repairs to working parts according to manufacturer and workplace requirements.

2.3

Survey protected area to ensure compliance with NCC and Australian Standards requirements.

2.4

Update maintenance record tags for inspected and tested fire extinguishers according to the relevant maintenance schedule.

2.5

Report faulty fire extinguishers, and replace, repair, label as withdrawn from service or condemned according to relevant Australian Standards and workplace requirements.

Inspect fire blankets.

3.1

Inspect fire blankets according to the requirements of relevant Australian Standards and record and report identified defects.

3.2

Refold fire blanket according to manufacturer requirements.

3.3

Report and replace faulty fire blankets according to workplace requirements.

3.4

Update maintenance record tags for inspected fire blankets according to the relevant maintenance schedule.

Finalise service operation.

4.1

Complete service records and report outstanding defects, non-compliances and recommended rectifications according to Australian Standards, regulatory and workplace requirements.

4.2

Check tools and equipment for faults, wear or damage and rectify or report problems according to workplace requirements.

4.3

Leave client premises in a clean and tidy condition.

Performance Evidence

To demonstrate competency, a candidate must meet the elements and performance criteria of this unit by conducting routine inspection and testing of fire extinguishers and fire blankets, including:

  • six-monthly routine inspections and testing on five fire blankets installed across two separate buildings
  • six-monthly and yearly routine inspections and testing on ten fire extinguishers involving extinguishers from each of the following types:
  • water
  • dry chemical
  • carbon dioxide
  • wet chemical
  • foam
  • identifying and documenting a total of three non-compliances.

Knowledge Evidence

To be competent in this unit, a candidate must demonstrate knowledge of:

  • action to take when a breach of regulation, work health and safety (WHS) or other policy occurs when conducting routine inspection and testing of fire extinguishers and fire blankets
  • dangers of mixing extinguishing agents
  • disposal requirements for waste products
  • key features of legislation, regulations, codes and Australian Standards relevant to selecting, positioning, inspecting and testing installed fire extinguishers and fire blankets to meet the hazard present in the area to be protected:
  • environmental protection associated with discharge of foam and vaporising liquid agents that are listed as ozone depleting substances (ODS) and synthetic greenhouse gases (SGG)
  • key procedures and licence requirements detailed in ODS and SGG code of practice relevant to handling, transporting, inspecting and testing extinguishers with ODS and SGG agents
  • maintenance schedules
  • National Construction Code (NCC) and deemed-to-satisfy requirements
  • records and documentation
  • implications of applying incorrect servicing procedures
  • implications of not complying with regulatory requirements when inspecting and testing fire extinguishers and fire blankets
  • reasons for:
  • conforming to the Environmental Protection Authority (EPA) regulations, or equivalent, with respect to discharge tests
  • ensuring gauges and scales are calibrated regularly
  • folding fire blankets according to manufacturer requirements
  • following client workplace procedures and guidelines
  • informing clients of changes to Australian Standards
  • special requirements for aggressive environments, such as those with high moisture, dust levels or acidity
  • types and quantities of spare parts that should be carried in a service vehicle
  • types of extinguisher operation:
  • cartridge
  • rechargeable and non-rechargeable
  • reversible
  • stored pressure
  • types of extinguishing agents:
  • water
  • foam
  • wet chemical
  • powder
  • carbon dioxide
  • vaporising liquid
  • types and purpose of tools, equipment and spare parts used when inspecting and testing fire extinguishers and fire blankets:
  • hand and power tools
  • hydrostatic test equipment
  • recharge equipment
  • safety cages
  • scales
  • personal protective equipment (PPE)
  • types of defects that may be identified when inspecting and testing fire extinguishers and fire blankets
  • types of permitted repairs to fire extinguishers and methods for conducting those repairs
  • workplace requirements for inspecting and testing fire extinguishers and fire blankets:
  • maintenance of tools and equipment
  • WHS, including hazard and risk identification and control.

Assessment Conditions

Assessors must meet the requirements for assessors contained in the Standards for Registered Training Organisations.

Assessment must be conducted in the workplace or a simulated workplace using realistic conditions, materials, activities, responsibilities, procedures, safety requirements and environmental considerations.

Candidates must have access to documentation, tools, equipment, spare parts, fire extinguishers, fire blankets and worksites required to achieve the performance evidence.
