Application

This unit specifies the skills and knowledge required to determine compliance requirements for the design of Class 2-9 buildings to a maximum floor area of 2000m2, except construction Type A buildings. The unit includes researching local, state/territory and federal government legislation and regulations relating to planning and building.

Building classifications and construction Types are set out in the National Construction Code (NCC).

This unit is suitable for drafters and building designers who apply technical and theoretical knowledge and skills to building design work tasks.

This unit forms part of the licensing requirements for people engaged in building design in some states and territories. For further information, check with the relevant regulatory authority.

Elements and Performance Criteria

Elements describe the essential outcomes.

Performance criteria describe what needs to be done to demonstrate achievement of the element.

1

Research applicable legislation.

1.1

Determine legislative requirements for the design of Class 2-9 buildings of Type B and C construction.

1.2

Identify design impacts of applicable legislation.

2

Research applicable planning and building regulations.

2.1

Identify intended use of building.

2.2

Determine nature of building to confirm building class and construction Type according to NCC.

2.3

Interpret local planning schemes, regulations, codes and standards affecting design compliance.

2.4

Identify variations in requirements for project location and conditions.

2.5

Confirm currency and relevance of referenced codes, standards and regulations.

3

Review building design for compliance with performance requirements.

3.1

Clarify ambiguous or conflicting compliance requirements and determine areas requiring specialist design input.

3.2

Identify relevant professionals that may be required to confirm compliance requirements.

3.3

Identify requirements for supporting expert documentation.

3.4

Check building design against deemed-to-satisfy (DTS) provisions to identify required performance-based solutions.

3.5

Determine documentation requirements for a required performance-based solution.

Foundation Skills

As well as the foundation skills explicit in the performance criteria of this unit, candidates require:

  • reading skills to:
  • research and analyse compliance requirements from different sources
  • interpret and apply complex technical information in legislation, regulations, codes and standards.

Unit Mapping Information

Supersedes and is not equivalent to:

  • CPPBDN5003A Research compliance requirements for small-scale residential building design projects
  • CPPBDN5004A Research compliance requirements for small-scale non-residential building design projects.

Performance Evidence

To demonstrate competency, a candidate must meet the performance criteria of this unit by researching, evaluating and documenting compliance with codes, standards and planning requirements for two different Class 2-9 building designs up to two storeys, involving:

  • buildings of different classifications as defined by the National Construction Code (NCC)
  • buildings of construction Type B and C, as defined by the NCC.

Knowledge Evidence

To be competent in this unit, a candidate must demonstrate knowledge of:

  • requirements of local, state and national legislation, codes and standards for Class 2-9 building designs
  • NCC building classifications and construction Types A, B and C
  • compliance relating to construction of Class 2-9 buildings of Type B and C construction:
  • NCC deemed-to-satisfy (DTS) and performance-based solutions
  • Australian Standards
  • planning requirements and processes of relevant local, state or territory government authorities
  • applicable variations in compliance requirements for relevant locations and conditions:
  • bushfire threat zones
  • coastal areas
  • climate zones
  • flood zones
  • mountainous areas
  • heritage
  • pest control.

Assessment Conditions

Assessors must meet the requirements for assessors contained in the Standards for Registered Training Organisations. Competency is to be assessed in the workplace or a simulated environment that accurately reflects performance in a real workplace setting where these skills and knowledge would be performed. This includes access to:

  • computer with internet access and word processing software
  • relevant legislation, regulations, codes and standards
  • relevant project information and reference materials.
